Description
Subject to FAR Clause 52.215-3, titled �Request for Information or Solicitation for Planning Purposes,� this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government has determined that these supplies and services are commercial items as defined in FAR 2.101. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. BACKGROUND, SCOPE, AND CAPABILITY REQUIREMENTS The Board of Inspection and Survey (INSURV) has identified a need for technical expertise in its N6 department to support its increased manning. In addition, INSURV requires support to assist code N6 with Navy Marine Corps Intranet (NMCI) and legacy applications support of its PRISMS data collection application and its NNPI stand-alone laptop. The PRISMS application directly supports INSURV's inspection reporting requirements as mandated by CNO and USFF.� The NNPI stand-alone laptops supports viewing and research in support of carrier and submarine inspections. The NAICS Code for this requirement is 541513-Facilities (i.e., clients' facilities) support services, computer systems or data processing, and the size standard is $30 Million.�Respondents should provide their business size with the corresponding NAICS, and whether or not if they have an existing contract within the Sea-Port. Scope of Work: IT Support.�The contractor shall provide the following tasks in support of INSURV N6:� Legacy systems support and documentation. �The contractor shall execute IAVAs and IAVBs against all legacy assets. �The contractor shall execute security scans every 30 days and maintain 90 days� worth of scans for historical review as required. �Maintain current Standard Operating Procedures (SOPs) and create new SOPs as needed.� Legacy computer support. �The contractor shall maintain Windows 10 stand-alone system drives for compliance by applying necessary patches as released by DISA. Within six (6) months, the contractor shall obtain and maintain Purebred Mobile Device Certification to assist and backup Government Purebred Agent. NMCI desktop support. �The contractor shall assist end users with placing help desk calls by providing the NMCI help desk with the proper technical information to expedite trouble call resolution. The contractor shall maintain and track all calls using the N6 page on INSURV�s portal. Property Asset management:�The contractor shall maintain an inventory of all IT equipment.� In addition the contractor shall administer the rotating pool of specific IT external USB hard drives, digital cameras, and wireless MIFI, iPhones, and/or other mobile phones or tablets. With 4 hours notice the contractor shall set up and test the command Video Teleconference (VTC) system to participate in an externally generated VTC. The contractor shall process legacy equipment under warranty for maintenance. The contractor shall attend NMCI meetings on Joint Expeditionary Base, Little Creek as required. The period of performance will be for one (1) base year and one (1) option years Deliverables: The Contractor shall provide the following in accordance with Contract Data Requirements List (CDRL): A001����� Monthly progress reports. A002����� Monthly contract financial status reports. A003����� Monthly equipment inventory report PERSONNEL QUALIFICATIONS (MINIMUM) IT Support technician �Experience:� Working knowledge of the NMCI/NGEN help desk environment for submission and tracking of all help desk calls. Possession of DOD IAT Level I certification with baseline of Certified A+ and/or NETWORK + technician in addition to the following skillsets outlined in the attached PWS: Personnel must be eligible for a SECRET clearance. No travel is anticipated. Place of performance is Joint Expeditionary Base, Little Creek, INSURV headquarters facility.
