Request for Information (RFI) Pursuant to Federal Acquisition Regulation (FAR) 15.201(e) W56KGY-20-R-C189 02/23/2021 Classification Code: A � Research and Development North American Industry Classification System (NAICS) Code: 541 � Professional, Scientific, and Technical Services 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Synopsis: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUESTS FOR PROPOSALS, QUOTES, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THIS NOTICE DOES NOT CONSTITUTE A SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH THE SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES. The U.S. Army Combat Capabilities Development Command (DEVCOM) Command, Control, Computers, Communications, Cyber Intelligence, Surveillance and Reconnaissance (C5ISR) Center, Intelligence and Information Warfare Directorate (I2WD), Aberdeen Proving Ground, Maryland, 21005 is conducting a Market Survey to identify potential sources for procurement of cyber electronic warfare capabilities onsite laboratory support. The U.S. Army DEVCOM, C5ISR Center, I2WD intends for its subject matter experts (SMEs) to review submissions to gain knowledge of industry technology and capabilities. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government intends to obtain a Justification and Approval (J&A) in order to increase the Level of Effort for off-site scientific and engineering support at a contractor facility to support top level system design and algorithm development. Background and Description: This RFI by the U.S. Army seeks industry interest, feedback, and expertise on solid state transmit/receive module, radar systems engineering, phased-array antenna, receiver/exciter, radar signal processing, target classification, Electronic Warfare (EA/EP), EMI/EMC, radar modeling and simulation, and radar tracking SME support for the AN/TPQ-53 radar system. More specifically, the information sought is with regard to off-site scientific and engineering support at a contractor facility to support top level system design and algorithm development. This RFI is related to Broad Agency Announcement WK56KGU-19-R-9999: ISR Sub-Topic #1 � Radar Technologies and Techniques, ISR Sub-Topic #2 � Radar Applications, and ISR Sub-Topic #4 � Modeling and Simulation which can be found at: https://beta.sam.gov/api/prod/opps/v3/opportunities/resources/files/0288857f4895165e7fd5c3431e1d688e/download?api_key=null&token= The details of specific technologies, development efforts, and technical requirements are classified at the SECRET//NOFORN level or above. Interested parties are required to have properly accredited facility(s) at the time of this RFI. Questions and requests will only be accepted in writing, phone calls will not be accepted. Contractors that do not have the ability to receive, transmit, store, and process information at the SECRET//NOFORN level at the time of this RFI will not be able to respond to this RFI. Submission Instructions: Interested sources are requested to submit a brief Summary of Capabilities. In addition, interested sources must address the following Market Survey Questionnaire. Is your company currently able to transmit unclassified data in accordance with U.S. Government data encryption requirements? Does your company have experience with compliance of a DD254 � Department of Defense Contract Security Classification Specification? If so, what procedures does your company use to enforce DD254 compliance with subcontractors? Does your company have the ability to operate and maintain a secure shared data collection site (manpower, estimate labor hours, and total payments) between contractor and Government? Do you have properly cleared Top Secret /Sensitive Compartmented Information (TS/SCI) personnel to manage and support any efforts that may result from this RFI? Contractors may only submit one (1) submission per CAGE code. Contractors may submit multiple capabilities within one submission. Additional capabilities must be provided within the confines of the page limits provided below. If your company has different business sectors, which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation. If teaming, use the Prime Contractor�s CAGE code in the response. Submission of proprietary and other sensitive information must be marked and identified with disposition instructions. Submitted material will not be returned. Submit unclassified RFI questions to usarmy.apg.acc.mbx.acc-apg-army-contracting-inbox@mail.mil. All submissions of questions must have the RFI # listed in the subject. DO NOT SEND CLASSIFIED INFORMATION TO THIS EMAIL ADDRESS. Questions will only be accepted in writing. No phone calls will be accepted. The page limitation of the Statement of Capabilities is 15 pages, including all pictures, figures, and tables. The page limitation for the Market Survey Questionnaire is 15 pages. The entire package can be no more than 30 pages in length. Responses shall be written using a 12 point font size or larger. The Government shall not be liable for or suffer any consequential damage for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations and requirements. If your company intends to submit classified information in response to this request, please contact ACC-APG at usarmy.apg.acc.mbx.acc-apg-army-contracting-inbox@mail.mil prior to submission. For a variety of security reasons, we will not be accepting submissions above the level of SECRET collateral. If you have responses that you believe are above the SECRET collateral level, please provide justification within your response explaining that additional portions were excluded due to the classification level.
