- Page 2 of 2 SOURCES SOUGHT NOTICE FOR: March Network Mental Health Cameras The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 15 has a requirement for March Network Mental Health Cameras at Jefferson Barracks St Louis VAMC, 1 Jefferson Barracks, St Louis Missouri 63125. This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 325120, with a small business size standard not to exceed 1,000 Employees. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 561621? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the draft PWS (below). Index your firm s capabilities to the tasks in the draft PWS so that your firm s capabilities can be readily assessed. This is not request for proposal and in no way obligates the Government to award any contract. Please provide responses in writing no later than 1 March 2021 to: lisa.buchanan1@va.gov. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. No solicitation is currently available at this time Contractor shall furnish. Installation of NVR Recorders, Cameras, Monitors, Intercom Stations. To upgrade the existing CCTV System and Audio System on Wards 51N1, 51N2, 51N3 and 51 West (Video Only). Subtask 1.1: Contractor will ensure that they have at least six employees Factory Trained and Certified in the March Networks R5 platforms. Subtask 1.2: Contractor should have proof of providing Enterprise level installations, upgrades and service of Software House, March Networks products for over eight years. Subtask 1.3: Contractors should be able to provide proof of installations performed by their company that meet or exceed the following requirements: Over 1,500 CCTV cameras managed by March Networks R5 platform. At least one deployment of Stento using Analog station, IP stations and IP cabinets on a single system. Subtask 1.4: Contractor must coordinate with Pass Security, 15 Executive Drive Suite 6, Fairview Heights Illinois 62208, 618-398-1144 the current maintenance vendor to ensure Software, Firmware, and Operational compatibility, system install standards, programming and naming conventions and ensure that new work does not affect the current System Maintenance Agreement. Task 1: Project Management Subtask 1.1: Project Management. Contractor will replace all the existing cameras (27) total on Wards 51N1, 51N2, 51N3 and 51 West with March Networks SE2 Indoor Varifocal IR Dome 2.8-8mm Cameras. Subtask 1.2: Project Management. Contractor will install a March Networks X1216 NVR in room 1A163, 51 North 1, 1A133, 51 N2, 1A116 51N3, and 1W159 51 West Nurses station. The contractor will the make the connection with the existing CCTV cables Subtask 1.3: Project Management. Contractor will install a Zenitel Stentophone Master station in room 1A163, 51 North 1, 1A133, 51 N2, 1W159 51 West. Subtask 1.4: Project Management. Contractor will install a Zenitel Stentophone substation in room Seclusion room 1A155, 1A130, and 1W153. The contractor will then be required to make the connection between the Master Station and the substation. Subtask 1.5: Project Management. Contractor will install a Gvision 32-inch monitor in room 1A163, 51 North 1, 1A133, 51 N2, 1A116 51N3, and 1W159 51 West Nurses station. The contractor will the make the connection between the monitor and the March Networks Recorder Installation Location: Jefferson Barracks St Louis VAMC, 1 Jefferson Barracks, St Louis, MO 63125 Period of Performance: One Time Buy *** This is not a Request for Quote (RFQ).
