- Description
- The Federal Emergency Management Agency (FEMA) is seeking to find information to identify vendors that can provide �At-Home�� COVID-19 SARS-Cov-2 �molecular polymerase chain reaction (PCR) testing and sample collection kits, along with a corresponding portable application (App) result generation capability, via secure means to participants� within 30 minutes of sample collection. Critical Agency personnel must have on hand a test and sample collection kit that they can use to meet requirements of the geographical areas they deploy to. Testing solutions should indicate product availability to include information such as shipping, logistics, and kit application support for screening purposes, in compliance with the� FDA Emergency Use Authorization �including the Clinical Laboratory Improvement Amendments of 1988 (CLIA), 42 U.S.C. �263a, that meet requirements to perform high, moderate or waived complexity tests, match the State and local Public Health requirements �and FEMA specifications to participants in areas located throughout the United States and its Territories (American Samoa, Guam, Johnston Atoll, Midway Islands, Northern Mariana Islands, Puerto Rico, US Virgin Islands and Wake Island). In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i), this notice is issued for the purpose of market research. This request is for planning purposes only and does not constitute a solicitation or an indication that the government will acquire and contract for the products and services required for SARS-Cov-2 (COVID-19) molecular polymerase chain reaction (PCR) at home tests. This notice is not to be construed as an acquisition Request for Proposal (RFP), nor is any commitment on the part of the government to award a contract implied, nor does the government intend to pay for any information submitted as a result of this request. The government will not reimburse respondents for any cost associated ��with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. FEMA is not, at this time, seeking proposals and will not accept unsolicited proposals.
