- Notice of Intent to award as a sole source to PEN-LINK LTD, for the requirement of engineering support for the U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Digital Forensic Enterprise Collection and Analysis Tool. The Digital Forensic Enterprise Collection and Analysis Tool (DF EnCAT) enterprise solution is utilized by USBP Headquarters to support its digital forensics program for the mitigation of identified gaps and to satisfy operational needs in support of Border Patrol operations. This system requires continued engineering support and database management services to maintain the software application within the CBP cloud environment. This support must be capable of managing, collecting and analyzing telecommunications type data such as data found in digital forensics investigations. The DF EnCAT solution currently in place has been provided by PEN-LINK LTD, under a separate acquisition action. In order to maintain the continuity of support without a gap in critical services, the engineering support services must continue to be provided by PEN-LINK LTD on a temporary basis under a 12-month bridge contract until such time as a longer-term contract is in place. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future requirements of this nature. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future. Any vendors who believe they can provide the items and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Frank S. Duarte, Contracting Officer (CO), at frank.s.duarte@cbp.dhs.gov, by March 12, 2021. Information submitted should support the company's capability to perform the work required. The Government shall not be responsible for costs in the preparation of responses to this announcement. Only email responses accepted. No phone calls.
