- The 355th Contracting Squadron intends to issue a sole-source procurement action with CompTech CDO, LLC for the acquisition of the following services: Limited 30 day on-site support of established Technical Order Distribution Office (TODO) and Technical Order Distribution Accounts (TODA) to include TO Library set-up.� Technical order library support includes the establishment, set-up, maintenance, and sustainment of AF TO libraries IAW TO 00-5-1 AF Technical Order, TO 00-5-3 AF Technical Order Life Cycle Management, TO 00-5-15, AF Time Compliance Technical Order Process, TO 00-5-16, Software Managers, and User's Manual for the USAF Automated Computer Program Identification Number System (ACPINS), and NAVAIR 00-25-100, AFI21-100, AFSCMAN 21-102, AFSCMAN_OO-ALCSUP 21-102 and other related TO policies.� This support includes the management of physical TO library inventories for digital and paper TO and non-TO technical documents.� Services include but are not limited to support for Paper and non-paper TOs, CPINs, ACPINS, Commercial Off The-Shelf (COTS) technical data, Test Requirement Documents (TRDs), Interactive Electronic Technical Manuals (IETMs), and rescinded TOs.� The 309 AMARG TODO library technical data services support the management of individual active basic TO's, rescinded TO, and electronic tools (eTools) and as required for the sustainment of all AMARG weapons systems and commodities assigned for maintenance, regeneration, and storage.� As the Air Force continues transition from traditional paper TOs to electronic only TOs; continuous TO library management is required for both electronic and paper TOs simultaneously.� Successful deliver of these services requires utilization and interface with existing technical data systems, knowledge of system functionality and system operations to successfully accomplish technical data tasks without impact to mission. Proposed Action Performance Period: 7 March 2021 � 6 April 2021 This requirement is conducted under FAR 13.106-1(b), �Soliciting from a single source�; only one source reasonably available to support the requirement. �This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The resulting action is not expected to exceed the thresholds under FAR 5.101(a)(1) and is therefore not subject to the requirements under FAR 5.201.� CompTech CDO is a registered small business who primarily operates in the custom computer software writing services business sector, offering a range of information technology services.� The company provides data integration, enterprise data management, system engineering, data warehousing, IT support, security, and infrastructure services.� CompTech has successfully provided support for the AMARG TODO library for over five years, with no know past performance issues.� Given the specialized nature of these services and the limited 30 day performance period required, a direct award to CompTech CDO offers the most cost effective solution to ensure successful performance is accomplished. This is a one-time sole source action to retain continuity of service and minimize mission impact; all future AMARG TODO support will be transition to in-house organic support � no further contracted action will be required upon completion of performance period. Firms who would like to be considered as an alternative source for this requirement must submit an interest letter that demonstrates your firm�s technical expertise, certifications and ability to accomplish an immediate transition of services with no impact to the unit�s mission. �Interested parties must provide rationale as to why they should be considered. �All interested firms must respond to this notice no later than Friday, 26 February 2020, 10:00am EST; interest letters and capability packages can be transmitted via email directly to: breysi.stephens@us.af.mil , and rachelle.jenkins.3@us.af.mil. �Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �The 355th Contracting Office will not reimburse for any costs connected with providing the capability information.
