Description
The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intention to pursue a sole source procurement extension for the Range Operations Support (ROS) requirement for up to 18 months beginning 1 April 2021.� This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by USSF as required by FAR 6.302-1(d)(2).� No telephonic inquires will be honored.� �Any offeror believing they can provide the required ROS services for the specified period may provide evidence for consideration by notifying this office in writing via e-mail within 15 days of the publication of this notice.� The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. This extension will permit the continuation of mission critical supplies and services.� The anticipated contract type is Firm Fixed Price, Cost Reimbursable, and Cost Plus Fixed Fee. �The Ascension Island Mission Services contract, which is a follow-on contract to ROS was competed and awarded 25 January 2021; however, the acquisition is currently under protest and will not be resolved to allow transition to a new contract before the expiration of the ROS contract. �The length of the sole source extension will be determined based on the facts surrounding the GAO ruling and the appropriate time to transition to a new contract in consideration of ongoing work. In order to continue these essential services, including continued support of the Ascension Island Runway Replacement project, and avoid an unacceptable schedule delay, the Government will acquire the services on a sole source basis from: Wolf Creek Federal Services, Inc. 3800 Centerpoint Dr Suite 800 Anchorage AK 99503-5825 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a) (2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. Description of Services: ROS contract involves essential elements of base operations support for the Eastern Range (ER) at Ascension Auxiliary Air Field (AAAF). The contract is responsible for executing the base services requirements while also providing support to the 45SW launch mission at AAAF. AAAF is a contractor-operated tracking and instrumentation station on a volcanic-rock island in the South Atlantic nearly 5,000 miles downrange from Cape Canaveral Space Force Station (CCSFS). The contract supports non-mission communications at AAAF. The contract has the following seven major areas of base operating support responsibility at AAAF: Responsible for a broad range of civil engineering services, including real property management, facility engineering, and infrastructure work. Provide air field management, air traffic control, air crew services, and airfield ground support services. Provide a variety of public health and medical services, including the implementation of a public health program, occupational health program, and the provision of acute, routine, and emergency medical services by credentialed healthcare providers. Manage and provide emergency response, emergency medical response, and fire protection services for facilities, aircraft, and personnel. Provide law enforcement services for surveillance and intrusion detection. Provide an emergency management program that includes disaster avoidance, mitigation, and response, along with personnel accounting procedures. Responsible for managing and providing lodging, housekeeping, custodial, dining, laundry, recreation, and other related support services for government tenants, contractor personnel, and visitors.
