Description
NASA Johnson Space Center (JSC) plans to conduct an Industry Day for the Mission Enabling Services Contract (MESC). The Industry Day event will be held virtually via Microsoft Teams on Tuesday, March 30, 2021, from 9:00 AM to 11:00 AM Central Daylight Time (CDT). The Government�s presentation during this time will be as brief as possible, allowing ample time for Questions and Answers (Q&A). As such, interested parties are advised to review all documentation on the MESC Website, including information located on the MESC Technical Library, prior to attending the Industry Day event. Participation is limited to five (5) individuals from each company. The MESC procurement website is located here: https://procurement.jsc.nasa.gov/mesc/� The Government will also provide one-on-one communication opportunities on Wednesday March 31, 2021, which will�be scheduled between 9:00 AM and 4:30 PM CDT. One-on-one meetings will be conducted via Microsoft Teams and will not exceed 25 minutes. Participation is limited to three (3) individuals from each company.�Please RSVP for both the Industry Day Event and/or One-on-One�s by Wednesday March 24, 2021, 12:00 PM CDT, by contacting the Contracting Specialist per the instructions below.� The MESC contract is a follow-on to the Multi-Award Joint Operations and Integrated System Technology (JOIST) contract, ending September 30, 2022.� A Sources Sought Synopsis was posted on February 18, 2021. Included on the Sources Sought announcement is the Draft MESC Statement of Work (SOW).� Additional information is available on the MESC procurement website located at https://procurement.jsc.nasa.gov/mesc/. INDUSTRY DAY DESCRIPTION: The MESC Industry Day is open to firms that are interested in pursuing contracting opportunities on the MESC procurement, whether they have performed work at NASA or not. All interested parties are encouraged to participate in the Industry Day. Attendance is neither required nor a prerequisite for proposal submission and will not be considered a factor during the evaluation process of any subsequent request for proposal. The Industry Day event will be held virtually via Microsoft Teams on Tuesday, March 30, 2021, from 9:00 AM to 11:00 AM (CDT). No recordings of any kind are permitted of the Industry Day presentation or one-on-one sessions. INDUSTRY DAY GOALS 1. Provide industry with a brief overview of the current and proposed contract, a synopsis of the MESC scope of work and an understanding of the planned procurement strategy. 2. Provide industry understanding of the Government's current vision and objectives. 3. Promote competition and solicit feedback on the proposed acquisition. 4. Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input on the proposed MESC procurement strategy. NASA encourages interested parties to submit questions and comments in writing via the MESC email address located on the procurement website: mesc@mail.nasa.gov �Please submit any questions your company would like to have addressed during the Industry Day meeting by Thursday, March 25, 2021, 12:00 PM CDT.� Questions received during Industry Day will also be addressed during the meeting.� The Government will officially respond to all written questions received before and during Industry Day by posting responses to the beta.SAM.gov and MESC websites after Industry Day. ONE-ON-ONE SESSIONS To facilitate interactive communications with industry, NASA personnel will be available for private one-on-one meetings. NASA will hold one-on-one meetings with industry from 9:00 a.m. to 4:30 p.m. on Wednesday, March 31st to discuss the anticipated MESC procurement. The meetings will be held at the scheduled times provided in the response to the RSVP.� Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. The one-on-one meetings are intended to be question and answer sessions, in which neither side will be making a formal presentation. The following topics may be discussed during one-on-one meeting: 1. The general purpose of the announced procurement; 2. Any information about NASA that has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the Federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement-specific information already published, such as information contained in the acquisition forecast, the Draft Statement of Work (DSOW), and the Sources Sought Synopsis. Questions regarding the subjects below will not be discussed: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance. ATTENDANCE LIMITATIONS Attendance at the Industry Day event is strictly limited to five (5) persons per company.� Attendance at the one-on-one meeting is strictly limited to three (3) persons per company. �Each company is allotted 25 minutes on a first-come first-serve basis. �Appointments will be scheduled every 30 minutes starting at 9:00 AM (CDT) on March 31, 2021. To schedule a one-on-one appointment, please email Andrea De Paz, Contract Specialist, at mesc@mail.nasa.gov. Your one-on-one RSVP email must include the following: 1. Subject line: MESC One-on-One RSVP 2. Company's name and address 3. The company's attendee�s names (limited to three), titles, telephone numbers, and email addresses. 4. If you do not have access to Microsoft Teams, and would like to participate via teleconference, please include a request for a teleconference number in your email. 5. NASA intends to post all attendees on the interested parties list.� If you do not wish to be included on the list, you must indicate that your company does not want to be included. Email RSVPs for the Industry Day and one-on-one meetings must be received no later than Wednesday. March 24, 2021, 12:00 PM CDT. �A confirmation email will be sent to acknowledge your reservation and scheduled time. Scheduling of appointment times will be on a first-come, first-served basis. Additional meeting times will be arranged as soon as practical should the number of companies requesting meetings exceed the times available on March 31, 2021.� REQUIREMENTS FOR ACCESSING SECURE TECHNICAL LIBRARY DOCUMENTS To access to any of the secured documents in the Technical Library, please email Andrea De Paz, Contract Specialist, at mesc@mail.nasa.gov. Your Technical Library Secure Document Access email request must include the following: 1. Subject line: MESC Access Request for Secure Technical Library Documents 2. Company's name and address 3. NASA intends to post all interested parties who request access to the interested parties list.� If you do not wish to be included on the list, you must indicate that your company does not want to be included. Instructions for how to access the secure technical library documents will be provided to you via email. No solicitation exists; therefore, do not request a copy of the solicitation or submit a proposal. If a solicitation is released, it will be synopsized in the beta.SAM.gov website. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. No recordings of any kind are permitted of the Industry Day presentation or one-on-one sessions. It is your responsibility to monitor the websites for release of any information regarding this acquisition and downloading your own copy of this information. �
