- ?This is a Special Notice of intent to procure emergency electrical transformer repairs for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center on a sole source basis with Coastal Eco Construction. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor will complete emergency repairs on the primary transformer that provides electricity to the NOAA Fisheries Galveston Lab.� Due to the�historical arctic freeze event that occurred recently that debilitated the electric grid destroyed the transformer for the lab, disabling all electricity and power to the lab. The Government intends to negotiate a firm fixed price contract with the period of performance commencing immediately with work to be completed NLT (3) three�days from the NTP of 2.24.21. The NAICS code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors with a corresponding size standard of $16.5M. This Special Notice is not a request for competitive proposals and no solicitation package is available. Oral communications are not acceptable in response to this notice. Any vendor who believes they are capable of providing these services, and are active and registered in SAM may provide written Responses via email to Suzanne.Johnston@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Coastal Eco Construction. can provide the emergency repairs stated above and have confirmed they are in the vicinity with a rapid response time and are active and registered in SAM. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM.
