- The purpose of this RFI is to engage early with industry and collaborate on improving pilot production. This is not a Request for Proposal (RFP), Request for Quote (RFQ), solicitation, or an indication that the government will contract for this requirement, or any similar requirement, at any time in the future. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made. The government will not pay for information received in response to this RFI and is in no way obligated by the information received to take any action. Introduction: This RFI includes a description of CIP/CSI, and a Contractor Capability Survey that allows you to provide your capability. If, after reviewing these documents, you desire to participate in the preliminary Market Research, please provide documentation that indicates any legal hurdles you have identified that may prevent or inhibit performance of any portions of CIP/CSI, as defined by this RFI.� Marketing materials are insufficient responses to this RFI. Please limit responses to no more than 15 pages. Please identify a representative to support further government inquiries/requests for clarification on submissions.� You may consider and provide information on approaches to Public Private Partnership (PPP). We encourage contractors to partner with local communities and/or governments to find solutions that are most beneficial to the government. Purpose: The government is conducting preliminary Market Research fact-finding to: Evaluate two (2) Rough Orders of Magnitude (ROM) or estimates: one for a concept of operations focused on providing CSIs only, and one for a concept of operations based on providing dual role flight/simulator instructors. Determine the extent to which commercial sources are capable of providing CIP/CSI at Undergraduate Pilot Training (UPT), Euro-NATO Joint Jet Pilot Training (ENJJPT), Undergraduate Combat Systems Officer training (UCT), Pilot Instructor Training (PIT), and Introduction to Fighter Fundamentals (IFF) to augment the government Instructor Pilot (IP) force.� Determine the potential to provide contract instructors at all pilot training locations utilized by Air Education and Training Command (AETC) within the United States. Determine efficiencies and cost savings that can be gained through approaches to all commercial aspects of CIP/CSI, as defined by this RFI. This includes a multi-avenue response to all of the five (5) RFIs identified as a �Suite� released�by Air Education and Training Command (AETC). Evaluate a ROM or estimate for the upfront and sustainment cost and level of effort of CIP/CSI as defined by this RFI. Description: The United States Air Force (USAF) seeks information regarding the feasibility of hiring contract instructors to augment existing efforts to increase pilot production. CIP/CSI is intended to increase the government�s ability to produce pilots and augment AETC units. This RFI requests innovative solutions to increase net pilot production through a fully autonomous commercial services contract training capability. The government�s intent is to use contract instructor services to provide full scale training (flying operations, academics, simulator, computer based, and ground training) to increase the capability and capacity of the current training pipeline. Scope:� Execute CIP/CSI at AETC pilot training locations in order to augment USAF UPT flying squadrons with embedded CIPs and provide a CSI workforce capable of covering all AETC simulator training requirements to meet USAF programmed pilot production. In this construct, CIP/CSI needs to be capable of ensuring that student pilots are trained across various pilot training locations currently utilized by AETC.� In response to this RFI, identify innovative approaches and solutions to increase the capacity of existing organic USAF operations. For the purposes of this RFI assume the USAF will: Provide all CIPs with a USAF flight physical, a Federal Aviation Administration (FAA) Class III medical certificate and flight physiology. Provide all CIPs with the proper flight clothing and equipment.� Furnish, all required Air Force publications, directives, and forms needed for instructing, including via the internet. Provide office space, computers and required equipment for CIPs/CSIs on USAF bases. Provide proportional training allocations for CIPs to attend training. Failure to finish course within prescribed parameters will require an additional course. Additional training allocations will be at contractor expense. Provide oversight via Contracting Officer Representatives (CORs) for the overall program, to include operational quality oversight and instructor management in a non-personal services capacity. Provide all CIPs access to Electronic Flight Bags (EFBs) to include current databases and software updates, compatible with EFBs issued to students and trainees. Government Expectations: Provide CIP/CSI capable of flight instruction at UPT, UCT, PIT, ENJJPT, and IFF.� Each CIP/CSI should have a Certified Flight Instructor-Instrument (CFII) rating and a Single-Engine Instructor (SEI) or Multi-Engine Instructor (MEI) rating as appropriate. � Ensure each CIP/CSI meets course requirements, or completes required training, to qualify as an instructor for the course to which they are assigned (UPT, UCT, ENJJPT, PIT, IFF). Provide CIP/CSI personnel at all current and future AETC flight instruction locations.� Ensure all CIP/CSIs meet periodic flying requirements and maintain flying and ground currencies. Maintain flying equipment required to operate in commercially located simulators. Provide a Program Manager (PM). Be responsible for cost associated with any training required to regain currency.�� Provide a Contract/Site Manager at each location utilizing CIPs/CSIs. The contract/site manager and alternate(s) should be responsible for the performance of the work. The name of this person and alternate(s) should be designated in writing to the designated government point of contact. The contract/site manager and alternate should have full authority to act on behalf of their company on all matters relating to daily operation of the contract. The contract/site manager and alternate should be available during USAF operational periods to meet on the installation with government personnel. Summary: It is the government�s intention to research sources that can meet the above criteria as part of this preliminary Market Research RFI. The main emphasis is to determine the feasibility to acquire complete commercial services plus infrastructure, as well as provide areas of efficiencies across other RFIs in this Suite of requests. (The government welcomes all forms of services or partnerships that could potentially be provided, in your opinion as the best way to support the requirement, including a Public Private Partnership (PPP) approach that could present potential cost avoidance and savings for the government). If there is potential to engage in a PPP approach, provide a ROM cost estimate to illustrate potential cost savings.
