Description
Overview This is a Request for Information (RFI). This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future and it is not considered to be a commitment by the Government to award a contract. The Government will not pay for any information or administrative cost incurred in response to this announcement. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Disclaimer and Important Notes The National Oceanic and Atmospheric Administration (NOAA) is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The purpose of this RFI is to improve the understanding of Government requirements and industry capabilities. This allows potential offerors to participate and provide information how they can satisfy the Government's requirements. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market place. It is the responsibility of the potential offerors to monitor Beta.SAM.gov for additional information pertaining to this requirement. For information regarding this acquisition, contact the Contracting Officials listed herein. This exchange of information must be consistent with procurement integrity requirements (See FAR 3.104). Interested parties include potential offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the acquisition. General Scope of Requirement The contemplated acquisition is for the design, development, testing, and installation of a replacement and re-design of the current Geostationary Environmental Satellite System (GOES) Data Collection System (DCS) Administration and Data Distribution System (DADDS).� The new system (herein referred to as �DADDS Next�) shall ingest messages from the Data Acquisition and Monitoring Systems-New Technology (DAMS-NT) system at one or more sites or from another input. The messages shall be in a format that is not completely uniform, but one that contains options for selections by each DCS user. Each instance of a DADDS Next shall remain connected to a DAMS-NT instance through an interface with 99.99% availability. Background GOES DCS is a real-time data communication relay that transmits environmental data. DCS started in 1974 as an experimental system for collecting real-time data that has evolved into a National Critical operational system that is used by many Federal, State and Local agencies. Today GOES DCS serves nearly 650 agencies and 2200 individual users as the system records over nearly 30,000 active Data Collection Platforms (DCPs) out of a total 40,000 registered data collection systems. These DCPs collect environmental measurements or observations and transmit that data at assigned times on Radio Frequency (RF) channels designated by the GOES DCS program office. The data is transmitted at 401.8 MHz from each DCP to the GOES East or West Satellites depending on the DCPs location in the Western Hemisphere. That data is collected at the GOES satellite and transmitted to the Wallops Command and Data Acquisition Station (Primary) and the NOAA Satellite Operations Facility (Back-Up). The RF signal from the satellite received by the DAMS-NT that demodulates the signal and converts that signal into appropriate messaging formats for ingest into the processing and dissemination system. The dissemination system processes the data and formats with the appropriate metadata tags and message headers for transmission to High Rate Information Transmission (HRIT), National Weather Service Telecommunication Gateway (NWS-TG) or making available through its own web interface. The data is stored in the processing and dissemination system for up to 30 days (or six months). Messages are typically 150 bytes to 300 bytes and the current DADDS system moves approximately 260 Megabytes of data per day. This system protects the lives and property of citizens throughout the U.S. and much of the Western Hemisphere by providing fire, flood, hurricane, tsunamis, and other natural disasters and severe event information. DAADS Next Detailed Requirements Description See Draft Performance Work Statement (PWS) for NOAA�s anticipated technical requirements and specifications for the DAADS Next requirement. RFI Response Requirements Sources intending to respond to this RFI should thoroughly review the aforementioned and submit the following information: Identification of your firm's business size and identification of your firm�s CAGE Code and DUNS number. Note: The NAICS Code for this requirement is 541511, Custom Computer Programming Services. Capability statements should reveal your firm�s presence (if any) on Government-Wide Contract Vehicles�(e.g. NASA SEWP, GSA Advantage, etc.) that can support the DAADS Next effort.� Capability statements should also reveal your firm�s presence (if any) on NOAA-awarded Indefinite Delivery Indefinite Quantity contracts that can support the DAADS Next effort. Capability statements expressing your firm�s interest in this requirement, describing your company and its capability to meet the minimum requirements stated in this RFI with a description of your proposed services and/or supplies that would meet the requirements. Interested parties should provide sufficient detailed information which demonstrates the technical capability of the proposed solution. This shall include a discussion on your firm�s estimated timeframe for delivery or performance. Your RFI should particularly focus on innovative solutions that can be hosted in the Cloud. See cloud-based language in the PWS for details. Your RFI response shall describe if or how the proposed solution meets, or has the potential to meet through modifications, the Federal Acquisition Regulation (FAR) 2.101 Definition of a ""commercial item."" Describe if or how a solution can meet the FAR 2.101 definition of a commercial item if modifications are required, and discuss the time frame involved. A Rough Order of Magnitude (ROM) to be submitted for Government planning purposes only. Your ROM shall contain an estimate for a one-year of providing products and/or services to satisfy the DAADS Next requirement. . Please detail any published catalog pricing, as applicable. For streamlining purposes, you are highly encouraged to use the ROM template that is attached to this RFI. Response Time Please send your submission via email to the attention of Contact Specialist (CS) Callie Zuppas, callie.zuppas@noaa.gov, and Contracting Officer (CO) Elizabeth Abraham, elizabeth.abraham@noaa.gov,� no later than Friday March 12, 2021, 5:00 p.m. Eastern Time. The response shall be no more than 20 single-sided, single-spaced pages, and use a minimum font of 12 point (Times New Roman) on 8 � x 11-inch paper. Each page should be separately numbered.
