Description
The purpose of Amendment One to solicitation 20123484 is the following: Upload solicitation questions and answers document. Extend deadline for receipt of offers to Monday, March 1, 2021 at Noon PT. All other terms and conditions remain unchanged. _________________________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.� The solicitation number is 20123484 and is issued as a Request for Proposal (RFP).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04.� This requirement is being solicited as an open-market total small business set-aside.� The associated NAICS code for this procurement is 624190 (Other Individual and Family Services) with a small business size standard of $12.0M. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Rio Grande Valley (RGV) Sector requires a Contractor to provide Monitoring/Caregiving services to detainees classified as Unaccompanied Alien Children (UAC) and Family Units (FMUA), in the RGV Sector in accordance with the requirements outlined in the attached Statement of Work (SOW) (solicitation Attachment One). The deadline for receipt of offers for this requirement is: Thursday, February 25, 2021 at Noon Pacific Time (PT).� Proposal submissions must be submitted by email only to both Contract Specialist Benjamin Dorgan at: benjamin.j.dorgan@cbp.dhs.gov� and Contracting Officer Frank Duarte at frank.s.duarte@cbp.dhs.gov� Subject line of the email should read: 20123484 Proposal Submission: USBP RGV Caregiver Services.� All pricing submitted must be valid for up to 90 calendar days after close of the solicitation. Interested offerors must submit any questions concerning the solicitation at the earliest possible opportunity to enable the Government to respond.� Questions must be submitted directly by email to the quotation submission points of contact as indicated above.� No phone calls please.� Questions not received by the question submission deadline of: Thursday, February 18, 2021 at Noon (PT) may not be considered. THE FOLLOWING ITEMS SHALL BE SUBMITTED WITH EACH PROPOSAL: 1.� A�completed copy of solicitation Attachment Two (Proposal Pricing Sheet).� Offerors must provide their business name and DUNS number.� Pricing must be provided for all periods indicated.� Pricing may be submitted in an alternative separate document; however, pricing must match the structure of the proposal pricing sheet and alternative structures will be rejected. 2.� A typed summary that addresses the technical and management approach to meet the requirements listed in the Statement of Work.� Relevant past performance information should also be submitted including up to three (3) references for the same or similar work performed for Federal, State, and local government and private clients. Each offeror must provide any relevant NON-PRICING responses (e.g. technical quotation, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. An offeror must submit sufficient information for a technical evaluation to be made by the Government to determine if the offeror�s proposal meets the minimum requirements of the SOW.� The Contracting Officer is not responsible for acquiring any additional information.� If the information provided with the offer is not sufficient to make a technical acceptance decision, the offer may be determined technically unacceptable. Emailed submissions must be in separate attachments and clearly indicate what is being provided. The following criteria must be followed when submitting proposal attachments: No more than five (5) single-sided pages total for TECHNICAL AND MANAGEMENT APPROACH.� Submittals (e.g., staffing plan, transition management plan, as well as training and/or certification documentation) required by the SOW will not be counted toward the Technical and Management Approach volume page limitation. No more than three (3) single-sided pages total for PAST PERFORMANCE. Due to restrictions on the size of email, ensure that all emails submitted are less than 5MB.� If the proposal exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. AWARD CRITERIA: Proposals that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion.� The Government reserves the right to award without discussions.� The Government will award a Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and whose offer is the Lowest Priced Technically Acceptable (LPTA). The offer with the lowest evaluated price will be evaluated for technical acceptability and acceptable past performance. Only if that offer is found to be technically unacceptable or to have unacceptable past performance will the evaluation proceed to the offer with the next lowest evaluated price. This process will continue until the lowest priced technically acceptable offer, with acceptable past performance, is found. For this solicitation, the evaluation factors are: TECHNICAL AND MANAGEMENT APPROACH (non-price), PAST PERFORMANCE (non-price), and PRICE.
