Description
The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. ***** You can search for opportunities by keyword, solicitation ID, or by the name of a federal organization. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS Code 236220, Commercial and Institutional Building Construction, is $39.5 million. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about March 08, 2021. ***** In efforts to increase competition, two different requirements have been combined into one effort for Lobby Roof Replacement at Salt Pond Visitor Center and Repairs to roof and chimney of the Cooke house within Cape Cod National Seashore, Wellfleet, MA. Title of Project: Lobby Roof Replacement at Salt Pond Visitor Center and Repairs to roof and chimney of the Cooke house within Cape Cod National Seashore, Wellfleet, MA ***** Description: This project is to remove and replace the roof of the lobby of the Salt Pond Visitor Center. The contractor shall minimize disturbance to the site to the greatest extent possible unless directed otherwise. The contractor shall provide all labor, materials, tools, and equipment required to complete this work. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. Work shall include the following: Remove existing cedar roofing and replace with Red Cedar shakes. Replace any deteriorated wood roof decking encountered with like material. Assume 5% replacement. Install neoprene roof boots at all penetrations of the roof. Provide and install one layer of self-adhered roofing underlayment to entire roof deck directly on bare wood substrate, per manufacturers' requirements. Provide and install one layer of rain screen ventilated underlayment to entire roof deck, per manufacturers� requirements. Install cedar shakes (not ridge boards) at ridges, pattern to match existing. Replace existing copper flashing and drip edge at all locations. Replace cedar trim boards at eave and at top. Copper monitor at top of roof is not part of this contract. ***** The combined project is for repairs to roof and chimney of the Cooke house, including the following: remove and replace sheet metal chimney flashings including, but not limited to, step, base, reglet, counter, and apron flashings, install 24ft of lead flashing around chimney (20ft on roof, 4ft cut into chimney); cut into chimney as needed to replace flashing; rake and repoint, and/or replace cracked or spalled brick masonry units at chimneys. Restore weep holes to functionality, if needed; remove and replace cricket to achieve proper pitch; strip back roof at bulging section next to chimney, replace damaged material and install all new material to match material required to be removed; strip back siding next to chimney under roof overhang, install lead and step flashing, install new siding; replace, reset and point base, counter, and apron flashings; seal and reapply finishes and chimney coating at repair areas; Install new chimney caps. The contractor shall minimize disturbance to the site to the greatest extent possible unless directed otherwise. The Contractor shall provide all labor, materials, tools, and equipment required to complete this work. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. ***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 13, Simplified Acquisition, procedures requiring submission of both a technical and price quote. The government will consider an offeror's technical capability and past performance in comparison to its price. ***** Estimated Price Range: Between $100,000 and $250,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (10) ten days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later than 45 days after the Notice to Proceed is issued by the Contracting Officer. **** Quote receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-quote meeting may be posted and date/location will be noted in the solicitation. ***** All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
