Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Saginaw, MI. An Invitation for Bid (IFB) will be issued on this Federal Business Opportunities (www.beta.sam.gov) website on or about March 31, 2021 for construction project no. 655-16-110 entitled ""Replace Elevators Buildings 1 & 22 at the Saginaw Veterans Administration Medical Center (VAMC) Saginaw, MI 48602. The VA is seeking a qualified Service-Disabled Veteran Owned Small Business contractor with a minimum of five (5) years experience in the replacement, installation, refurbishment, and associated work of passenger and service commercial elevators. The successful contractor shall to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: 655-16-110 - Replace Elevators Buildings 1 & 22 - Saginaw VAMC Saginaw, MI 48602 I. GENERAL SCOPE OF WORK & BASIC PROJECT OBJECTIVES Replace Elevators Buildings 1 & 22 Contractor is to provide all required labor, materials, equipment, and supervision to perform construction work consisting of replacement and upgrade of existing passenger and service elevators in Buildings 1 and 22, including elevator machine equipment, elevator controllers, door operators and ancillary equipment utilizing existing hoist way. Existing equipment identified for reuse or refurbishment will need to be confirmed with elevator manufacturers that there are no compatibility issues with the new equipment. Project will require infection control measures such as for temporary construction wall, temporary access door and negative air ventilation. Electrical Work on this project includes but is not limited to: replacement and installation of power disconnects, lighting fixture replacement and installation of new switches, outlet replacement, and replacement of feeders as indicated. Contractor shall completely prepare site for construction, including demolition and removal of existing structures, and furnish labor and materials and perform work to replace two (2) Passenger Elevators and one (1) Service Elevator (traction elevators) in Building 1 and two (2) Passenger Elevators (hydraulic elevators) in Building 22. Contractor shall complete all work as shown on the drawings and as written in the specifications. Perform all work without disruption to Medical Center operations. Normal administrative hours: 8:00 a.m. - 4:30 p.m. Monday thru Friday (Excluding Federal Holidays). Normal working hours shall be between 7:00 a.m. 5:00 p.m. Authorization to work other than normal working hours will be requested in advance for evaluation and approval by the COR and Contracting. Period of Performance: Four Hundred Ten (410) calendar days. The North American Industry Classification Code (NAICS) for this procurement is 238290, Other Building Equipment Contractors, and size standard $16.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities at beta.sam.gov. All interested offers (prime contractors & subcontractors) should register at beta.sam.gov so that others will know of your interest in participating in this procurement. An Offeror's list is not maintained nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the beta.sam.gov website. Offerors are advised that they are responsible for obtaining all bid documents and acknowledging any amendments and should re-visit the beta.sam.gov website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable).
