- This Request for Proposal (RFP), W91CRB-21-R-5002, is to fulfill a Foreign Military Sales (FMS) requirement of Helium. This action is restricted to Authorized Federal Helium Suppliers ONLY. This solicitation will NOT be issued in paper.� All interested parties are responsible for obtaining the solicitation documents through Beta SAM (https://www.beta.sam.gov/). Contractors must be registered in the System for Award Management (SAM) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the SAM link at: https://beta.sam.gov/. ALL questions are to be submitted in writing to Rem D. Ngo, Contract Specialist, via email to:� Rem.D.Ngo.civ@mail.mil� and�a copy to�the Contracting Officer, Victoria M. Dorsey: Victoria.M.Dorsey.civ@mail.mil. All offers shall be�submitted via email�to Rem.D.Ngo.civ@mail.mil�AND copy Victoria.M.Dorsey.civ@mail.mil no later than 4:00 pm ET on�10�March 2021.� An email confirmation must be received to be considered submitted.
