3 HVAC and Control System Inspection Maintenance and Repair Service Sheridan VA Health Care System VA Medical Center Sheridan, WY. 82801 BRIEF SCOPE OF WORK (This is for information only) HVAC and Control System Inspection, Maintenance, and Repair Services in accordance with the terms and conditions stated within this abbreviated Sources Sought / Performance Work Statement (PWS). The subsequent solicitation is planned to be a Base period of performance with Four possible Option Year(s) Contract. This is a Sources Sought / Request for Information (RFI) Only for Market Research purposes, no Award will be made from this RFI. The Limitations of Subcontracting will apply to this acquisition. Please see last page as what to provide related to this Sources Sought / RFI in order to be determined Capable of being able to perform. Title of Project: HVAC and Control System inspection, maintenance and repair. Objective of service needed: The DDC building automation control system located at the Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY 82801 is a Trane Tracer Summit BAS as well as Trane Tracer SC. The Trane control system is proprietary and needs to be maintained, programmed, repaired and managed by a trained, certified Trane Summit Tracer contractor.  System maintenance ensures the system operates according to the established sequences of operation for each piece of equipment.  System maintenance ensures the Medical Facility meets volume and air change rate requirements, the system is reliable, and meets energy conservation requirements. Tasks required by the Contractor to meet those objectives: Contractor shall ensure the operation of the HVAC equipment as it relates to the control system. Contractor shall provide the VA access to Trane OEM equipment sales, Trane parts sales, and Trane controls sales. Contractor shall ensure the function of the Trane control system graphics monthly to ensure any devices added/removed from the system are accounted for on the system graphics. Provide all materials, supplies, equipment, tools, and labor, necessary to perform system maintenance, programming, and repair. Specialized tools required are: The Rover used for Tracer Summit. Tracer TU used on the Tracer SC. Contractor shall provide up to four (4) hours of mechanical maintenance service per month for a maximum of 48 hours over a 12-month period. Provide monthly itemized report of work performed. Coordinate work with the appropriate VAMC Personnel and contract COR prior to providing work. To ensure the control system is updated to the Trane Tracer Ensemble and Tracer SC+ within the optional five year contract, and to ensure the sustainability of the system components, the contractor shall provide upgrades in software and hardware to meet the requirement of a complete software and hardware upgrade over a five year period. 100% completion over the five-year contract is expected. Provide maintenance service, on newly installed components, once the warranty period is over, during each contract year. Contractor shall ensure the current operating system software (Trane Tracer Summit, and SC) version is updated in a timely manner before the end of each yearly performance period. Standards that must be maintained, so the system operates properly, and to meet the objectives listed above: Software version updates, for the current operational system (Trane Tracer Summit, and SC), are expected to be 100% complete yearly. Contractor shall ensure that all controlled equipment is available on the software system interface quarterly. Five percent un-availability per quarter is acceptable. Invoicing shall be provided monthly, and shall include a list of tasks performed, the number of hours spent on each task, and the number of travel trips. Invoicing shall be for the number of hours spent on inspection, system maintenance, and repair accomplished, and actual trips needed.  Invoicing up to 100% of the contracted amount is acceptable. A complete and functional replacement of the Trane Tracer Summit/Tracer SC system with a Trane Tracer Ensemble and Tracer SC+ system shall be provided over a five year period. 100% completion is acceptable. Constraints/boundaries: Work will be performed for up to forty hours a month. A work rate per hour and a per trip travel cost shall be listed individually on invoices. The incumbent s proposal shall include a per hour price for labor, a per trip price for travel, a total cost per month if 40 hours were worked, and a total cost per year if 40 hours of work is performed each of 12 months, for a total of 480 hours per year.   All work over forty hours per month shall be approved by the COR. Perform the work during normal hours (7:30 am to 4:00 pm, Monday thru Friday). Hours may be adjusted with approval of COR prior to scheduling. See included document listing included equipment for this agreement. Contractor shall be required to meet a 2 hour response time to this facility to make any necessary repairs to operating systems when the VA contracted HVAC technician is absent. Contractor shall notify the COR if access is needed to a controlled area requiring escort. Qualifications of the Contractor to meet the main objectives: Service technicians shall be qualified, certified, have experience, and shall have authorization to work on, maintain, program, repair and manage proprietary Trane control systems. Contractor shall be factory authorized and certified for Trane control system installation, Trane control system service, and Trane HVAC equipment service. Service technicians shall have all necessary tools to complete all required maintenance and repair of the system and programs. Service technicians shall have access to specialized Trane factory supplied technical support teams. Service technicians shall have specialized knowledge, training, experience, Trane computer software, Trane computer hardware, and training in Trane programming languages that can be proprietary. Company shall provide written documentation of a minimum of three years experience providing equipment sales, HVAC maintenance, equipment, parts, and controls.  Company shall provide written documentation of a minimum of three years experience in supplying, installing, wiring, programming, and maintaining HVAC equipment and controls. Performance Period: This contract is a one year contract for services with option to extend, as agreed on by both the government and vendor, for up to four additional years. Government responsibilities Work closely with the vendor and provide access to areas to complete required HVAC system and Control System inspection, maintenance and repair. Contractor personnel security requirements Contractors will be required to obtain a contractor badge and wear it while performing work on VAMC property.
