The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement or validate the applicability of 41 USC 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The NAICS code is 334112 with a size standard of 1000 employees. BACKGROUND: The Department of Veterans Affairs, Network Contracting Office 09, is seeking to replace current Omnicell G4 automated dispensing cabinets (ADCs) containing windows 7 software with newer model, Omnicell XT cabinets with windows 10 software at the Memphis VA Medical Center in order to provide continued medical care of the Veterans at Memphis VAMC. New clinic areas have been identified during a High-Risk Medication stand down that require new equipment for storage and accountability of medication. Lastly, the COVID-19 pandemic has provided valuable lessons including the greater need to have enhanced security and accountability for medication storage in areas outside of the Pharmacy. OBJECTIVE: The Government would like to replace all Omnicell ADCs with new expandable equipment that will allow for storage of all medication to improve drug accountability and maintain adequate stock levels. The new ADCs must be available in various sizes and configurations to meet the needs of each area of the medical center/clinics. The units must be able to connect to a server which can track the use of medications within the cabinet and across the Medical center. New contract will be a base (5 months) plus four yearly options contract for the medical equipment as listed below to include all necessary equipment, software, and user training. The anticipated award date is May 1, 2021. OTHER CONSIDERATIONS: Equipment or products must be new, not refurbished or grey market. NCO 9 may consider a lease option over a purchase is it is beneficial to the government. The Facility is in the process of determining the availability and capabilities of potential small businesses meeting the previously-described requirement who are manufacturers or authorized distributors/resellers of the brand name given or equal device before possibly issuing a solicitation for a firm-fixed price contract that represents the best value for the government. MAINTENANCE AND TECHNICAL SUPPORT: Provide maintenance on all contractor-provided equipment and installed systems. Contractor shall make provisions for the proper maintenance and functioning of associated equipment, facilities and fixtures as may reasonably be required by pharmacists to perform services hereunder. Provide afterhours support for problems with call-back periods not to exceed 30 minutes from the placement of a call for assistance. PLANNING AND INSTALLATION: Contractor shall develop a project implementation strategy with Memphis VAMC to include the preparation of buildings, establishing telecommunications etc. if necessary. The service provider shall be required to utilize a point-to-point VPN between themselves and Memphis VAMC if necessary, to dial into the system for diagnostic or upgrade purposes. All security requirements need to be met. Contractor shall provide a system that maintains a minimum of 99% up time performance rate. Failure to provide this shall result in a deduction on the contract by 1/30th for each day down and possibly contract termination. Contractor shall provide hardware necessary to connect remotely to Memphis VAMC to be utilized at the contractor site. Contractor shall provide facsimile, telephone, computer/laptops, networking and other telecommunication equipment to be utilized at the contractor facility. Contractor shall provide al supplies, services, maintenance, repairs and upgrades required at contractor facility to provide services as described above. Contractor s equipment, hardware, software and supplies shall be compatible with the VA s software and hardware used during performance of this contract, including critical patches and antivirus updates. Contractor shall provide proof of installation of critical patches and/or antivirus updates to the VA upon request. Contractor s network and security system shall be compatible with the VA s network and security system. Contractor shall use any VA furnished items in conjunction with, and exclusively for, performance under this contract. Each response shall be reviewed by the Contracting Officer/Specialist for determining whether there exists reasonable expectation of obtaining enough offers from responsible small businesses that are competitive in terms of product offering, market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. If no responses are received from potentially responsible sources, Memphis VAMC and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis or sole source basis. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 121.406(b)(1)(i) through (b)(1)(iii) thus demonstrating compliance with the Non-Manufacturer Rule.
