Description
The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite Ground Services (OSGS) has a requirement to upgrade four antennas on Ground System assets from outdated 1.2-kilowatt (kW) Gallium Arsenide (GaAs) Solid State Power Amps (SSPAs) to modernized Gallium Nitride (GaN) SSPAs. The upgrade will also include new power supplies and controllers and will be performed on four antennas: HR1 and HR2 at Wallops Command and Data Acquisition Station (WCDAS), and HR3 and 13M at the Remote Ground System (RGS) in Dongara, Australia.� Additionally, spare power supplies, controllers and SSPAs will be provided for each antenna. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The draft Performance Work Statement (PWS) is uploaded and contains additional requirement details. � Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement. Responses to this Notice should include the following: � DUNS number � organization name � address � point of contact � business size (e.g., Small or Large) � type of business (e.g., 8(a), HUBZone, etc) �� pursuant to the applicable NAICS code � If company holds a current Government-wide contract, include contract information. Capability Statement: The Government is not requesting generic capability statements, but specific responses tailored to this requirement. Capability statements should address the�specific technical requirements as follows: The upgrade shall utilize Gallium Nitride (GaN) SSPAs. The contractor shall provide one updated controller for each SSPA installed that is fully compatible with the existing SSPA system. The upgrade is to existing operational SSPA systems and all components and cabling provided shall be compatible in a form fit function manner requiring little to no Non-Recurring Engineering (NRE) so as to minimize operational downtime of these mission critical systems. The upgrade shall utilize existing cabinet phase combining hardware, only updating the SPPA Technology. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. � Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. NOAA will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned.
