- Updated: Update on closing date due to bad weather.� The Federal Bureau of Prisons (FBOP) is issuing a combined synopsis/solicitation�15B50421Q0000003�for the award of a firm-fixed-price construction contract for a project entitled Administration House leveling�at the Federal Prison Camp Bryan (FPC Bryan), located in Bryan, Texas. The associated North American Industrial Classification System (NAICS) code for this procurement is 238190 with a small business size standard of $15.0 size standard per million dollars. �This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. � FPC Bryan is a federal correctional facility located at�1100 Ursuline, Bryan, Texas 77803. The project consists of furnishing all equipment, materials and labor for the complete construction of the work.� The work included in this contract is stated in the Statement of Work. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in https://beta.sam.gov. In order to qualify for award, your business size metrics information entered in your beta.sam.gov SAM registration must be less than or equal to the size standard specified above. Each bidder's beta.SAM.gov registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their beta.SAM.gov registration and update as necessary, including the size metrics information. This is a 100 percent small business set-aside.�You must be registered in beta.SAM.gov as a small business (see FAR provision 52.219-1 in the Representations & Certifications section of your beta.SAM.gov registration). The solicitation will be distributed solely through the Contract Opportunity website at https://beta.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. The NAICS code for this requirement is�238190�with a corresponding small business size standard of $15.0 million. Pursuant to Federal Acquisition Regulation (FAR) 36.204,�the estimated magnitude of the project lies between $25,000 and $100,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) See the Statement of Work/Specifications attachment included with the solicitation posting for the complete requirements of the work. Bid/Offer MUST be good for 60 calendar days after close of Buy, unless otherwise indicated. The bid bond must be submitted in original (ink signatures) with seals. Penal Sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less. Ensure that the surety information matches the information for the surety as posted in Treasury Circular 570, at the Department of the Treasury website: http://www.fiscal.treasury.gov/fsreports/ref/suretyBnd/c57 0 a-z.htm Ensure the liability limit for the surety (located at the bottom of the SF-24) is expressed as a dollar amount (not a percentage). Ensure the liability limit is either equal to the amount reflected for the surety in Treasury Circular 570 or is the amount at least equal to the penal sum of the bond In the bid identification section, ensure the bid date reflects the current date that bids are due per the solicitation (review all amendments, if applicable, to check for any bid due date extensions). Ensure the information for the Principal matches the information as posted in your BETA.SAM.GOV registration (e.g. company name, address, etc). PRE-BID SITE VISIT: *******************************IMPORTANT********************************** �A pre-bid site visit will be scheduled with Jeff Smith. You can request a date and time at j20smith@bop.gov. Due to COVID days and times will be scheduled once request is emailed. Attendance is urged and expected (see provision 52.236-27 of the solicitation). Criminal History Check will be required for all attendees. The authorization for release of information (Form BP-A0660 Criminal History Check, attached) shall be completed for each attendee and sent to j20smith@bop.gov. �The forms must include a cover letter indicating they are for the House Leveling: �Company name and list of individuals from the company who will be attending. �Phone number/point of contact for the company for notification of any NCICs that are denied. Please follow up with Mr. Jeff Smith, 979-823-1879 ext 3620 to ensure receipt of Criminal History Check forms and directions to FPC Bryan. All contractors approved to enter the institution for the pre-bid meeting must bring a photo ID and your license plate number. The following are not allowed: Weapons (including pocket knives), cell phones, blackberries, pagers, radios, cameras, drugs, and alcohol. Contractor will be permitted to wear jeans in the institution, however, shorts, green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided. Please arrive at least 15 minutes early to allow time for security procedures. PRE-BID QUESTIONS: Any questions relating to the solicitation can be emailed to Heather Buck at hbuck@bop.gov, no later than Friday, March 5, 2021 at 12 noon CST. In order to provide sufficient response time prior to the bid due date, the Government is establishing the above cut-off date for questions about the solicitation. All bidders shall bid/offer in accordance with the current solicitation to include all amendments (if any) as issued by the Contracting Officer only. Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered. SCOPE OF WORK ����������� Contractor shall take all measurements of physical dimensions and elevation changes of the building. Contractor shall submit in writing detailed drawings of proposal prior to commencement of any work for approval by FBOP. ����������� Contractor shall utilize most current best practices to level a 2600sqft two story historical building (built in approximately 1910) on pier and beam foundation to correct sloping floors and misaligned door and window gaps. Technical proposal must be sent in with bid. ����������� Contractor will fix any plumbing connections, HVAC connections and electrical lines that may be affected by moving and shifting of the building as it is leveled. ����������� The Contractor shall be responsible for the design, implementation, supervision of work, all materials required and removal of any refuse. ����������� The contractor shall maintain a clean and safe work area. The contractor shall cordon off the construction site with fencing, caution tape, etc. that is appropriate to secure the work area from unauthorized or accidental entry. The contractor shall provide required personal protective equipment (PPE) for construction workers and staff entering the construction site. ����������� The contractor shall protect existing facilities and finishes from damage and promptly repair damages at no additional cost to the contract. ����������� The contractor is responsible for disposing of any construction debris, collected daily and disposed off the facility, in accordance with applicable law. The contractor is responsible for all fees, permits, etc. required for construction waste management and disposal. Copies of certificates of disposal of hazardous materials must be submitted if needed. ����������� The contractor shall be responsible for all incidental work not specified but required by building codes or professional practice for the complete and correct installation of the work. No allowance will be made for failure of the Contract or subcontractors to correctly interpret and clearly understand the intent of the SOW and their responsibility to perform the work in full. New Equipment ONLY; NO remanufactured or ""gray market"" items. In addition to providing pricing to hbuck@bop.gov for this solicitation, each Bidder/Offeror/Quoter must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this Buy.
