Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Beta SAM Contract Opportunities and NECO (https://www.neco.navy.mil/). The RFQ number is N0060421Q4018. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-04 and DFARS Publication Notice 20210115. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 812332 and the Small Business Standard is $41.5 million. The proposed contract is 100% set-aside for small business concerns. The NAVSUP Fleet Logistics Center Pearl Harbor intends to award a Firm-Fixed Price (FFP), Single Award Indefinite Delivery Indefinite Quantity (IDIQ) service type contract for the following: CLIN 0001 BASE YEAR � LAUNDRY SERVICES � Period of Performance (POP) 18 APRIL 2021 TO 17 APRIL 2022. Services shall be performed in accordance with the Performance Work Statement (Attachment 1). Each Task Order�s pricing shall be in accordance with the contract�s Price Schedule (Attachment 2). The actual quantities and items to be serviced will be issued by task orders to the Contractor. Task orders will be firm-fixed price. CLIN 1001 OPTION YEAR 1� LAUNDRY SERVICES � POP 18 APRIL 2022 TO 17 APRIL 2023. Services shall be performed in accordance with the Performance Work Statement (Attachment 1). Each Task Order�s pricing shall be in accordance with the contract�s Price Schedule (Attachment 2). The actual quantities and items to be serviced will be issued by task orders to the Contractor. Task orders will be firm-fixed price. CLIN 2001 OPTION YEAR 2� LAUNDRY SERVICES � POP 18 APRIL 2023 TO 17 APRIL 2024. Each Task Order�s pricing shall be in accordance with the contract�s Price Schedule (Attachment 2). The actual quantities and items to be serviced will be issued by task orders to the Contractor. Task orders will be firm-fixed price. CLIN 4001 OPTION YEAR 4� LAUNDRY SERVICES � POP 18 APRIL 2025 TO 17 APRIL 2026. Services shall be performed in accordance with the Performance Work Statement (Attachment 1). Each Task Order�s pricing shall be in accordance with the contract�s Price Schedule (Attachment 2). The actual quantities and items to be serviced will be issued by task orders to the Contractor. Task orders will be firm-fixed price. The estimated quantities provided in Attachment 2 are provided to assist quoters with price quotes and to serve as a basis for price evaluation. This estimate is not a representation that the estimated quantity will be required or ordered. Actual quantities may be lower or higher than stated amounts. Delivery and Pick up of laundry is at various locations on Oahu; see Performance Work Statement, Attachment 1. Guaranteed Minimum: The guaranteed minimum amount is $5,000.00 for this contract. The minimum will be funded with the issuance of the first task order. The minimum guarantee applies to the base period only. Written Orders If written orders are placed, they will contain the following information consistent with the terms of the contract: (a) Date of order; (b) Contract number and order number; (c) Requisition number; (d) Item number and description, quantity ordered, unit price and contract price; (e) Place of delivery or performance (including consignee); (f) Packaging, packing, and shipping instructions if any required; (g) Accounting and appropriation data; (h) Inspection invoicing and payment provisions to the extent not covered in the contract; and any other pertinent information. (I) Technical Point of Contact (TPOC) Ordering Authority Any services to be furnished under this contract shall be ordered by issuance of task orders by the individuals or activities designated in the contract. Task orders may be issued from the effective date through the end of the current base or option period. Also, the full text of a clause may be accessed electronically at this/these address(es): https://www.acquisition.gov/content/regulations (End of Clause) Evaluation and Basis of Award: Award of the contract resulting from this solicitation will be made to the responsible quoter whose quote is technically acceptable, in full compliance to all other requirements set forth in the solicitation, and the lowest price. The final contract award will be based on a determination of responsibility in accordance with FAR 9.104 and the lowest priced technically acceptable offer. Before award the contracting officer will review the performance and integrity information available in the Federal Awardee Performance and Integrity Information System (FAPIIS), (available at https://www.cpars.gov), including FAPIIS information from the System for Award Management (SAM) Exclusions and the Contractor Performance Assessment Reporting System (CPARS) when making a responsibility determination IAW FAR 9.104-6. The Quoter�s technical acceptability will be evaluated against the requirements in the Performance Work Statement. The quote must clearly state that all services will be provided as requested and they do not take any exceptions to the Performance Work Statement requirements or the terms and conditions of this solicitation. Technical Acceptability will be rated on an �acceptable� or �unacceptable� basis using the ratings in the table below. The Government shall determine the Lowest Total Price by evaluating the total pricing quoted for the base period and all option years, to include a six-month extension in accordance with FAR 52.217-8.
