- Solicitation No. VA245C20R0087: The Department of Veterans Affairs WV Construction Team, comprising of Beckley, Clarksburg, Huntington and Martinsburg VA Medical Centers, has a requirement for two indefinite-delivery/indefinite quantity (IDIQ) contracts for construction services. One contract will be awarded to cover VAMC Martinsburg, WV and VAMC Clarksburg, WV while a second contract will be awarded to cover VAMC Beckley, WV and VAMC Huntington, WV. These contracts require a general contractor to provide construction services to prepare site for building operations, including demolition and removal of existing structures, and furnish all labor, tools, materials, equipment, supplies and supervision to perform work as required by individual Task Orders (TO) as assigned under the resulting contract from this solicitation. Each contract will be an Indefinite-Delivery/Indefinite Quantity (IDIQ) type contract that encompasses a broad range of non-recurring maintenance and minor construction on real property located at the VA Medical Center, 510 Butler Ave, Martinsburg WV 25405, VA Medical Center, 1 Medical Center Drive, Clarksburg, WV 26301 or VA Medical Center, 200 Veterans Avenue, Beckley, WV 25801 and VA Medical Center, 1540 Spring Valley Drive, Huntington, WV 25704. Task Orders will vary in size and dollar amounts but, shall not be less than $2,000.00 or exceed $750,000.00 per task unless negotiated and approved by the IDIQ Contracting Officer. Task orders will involve, but will not be limited to trades, such as carpentry, concrete, roofing, site work, excavation, interior renovation, carpet, window and door installation, electrical, steam fitting, plumbing, painting (interior/exterior), demolition, masonry or metal stud and sheetrock walls, install acoustical ceilings and light fixtures, HVAC, installation of ceramic tile/VCT flooring. Informal shop drawings, incidental to the job reflecting the plan of action and the completed project, may be required. Competition for this procurement is restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov. SDVOSB Firms that submit bids on SDVOSB set-asides that are not verified will be deemed nonresponsive. The work includes, but is not limited to, general construction, alterations, prepare site for building operations, including demolition and removal of existing structures, and furnish all labor, tools, materials, equipment, supplies and supervision to perform work. Estimated construction cost range is $20,000,000.00-$50,000,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $36.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and https://www.sams.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the proposal submission and conform to JV requirements. JV Agreements must be submitted with the proposal. Proposals will be accepted from only responsible and responsive contractors. All questions must be submitted in writing to the contracting officer to kathryn.leatherman@va.gov. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about May 29, 2020. Approximate proposal submission date is June 30, 2020. Firm proposal submission dates will be provided on the solicitation once issued. There will not be a public bid opening. Offerors are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
