Old Answer: The license will have to reside with the primary contractor and subcontractor. New Answer: The Prime contractor must be licensed in the State the project is being performed. Q: Will the solicitation be a total small business set-aside, or could our sub-contractor(s) be a large business? Old Answer: The solicitation will be a 100% small business set-aside.
