Description
This is a SOURCES SOUGHT announcement; market survey for information only, to be used for preliminary planning purposes. No quotes or proposals are being requested or accepted with this synopsis. The Humphreys Engineer Center Support Activity has been asked by the Louisville District, Corps of Engineers, (Corps) to procure a Contractor to prepare a professional historical book regarding the history of Lock and Dam 52 (L&D52) in Massac County, IL and Lock and Dam 53, Pulaski County, IL (L&D53), located on the Ohio River. The proposed contract action is expected to be a Firm-Fixed Price contract procured below the simplified acquisition threshold. The period of performance is anticipated to be 24 months from the date of award. The contractor shall perform extensive research necessary to prepare a history of L&D 52 and L&D53, in a professional and high-quality manner.� The period to be covered includes the construction of the locks and dams through their removal (1920�s through 2020).� The history shall also highlight the life of workers and their families who lived or worked at both locks and dams.� The history shall be composed of a narrative presentation, with appropriate illustrations, of important activities and events that have occurred from construction to removal. This shall include research, interviews of employees (former, current, and retirees) and local residents who may have lived or worked at L&D52 and/or L&D53. Illustrations will include, but not be limited to, photographs, tables, graphics, maps, etc., considered appropriate to the narrative.� Some interviews may be completed via telephone, but it is expected that a number of them be in person to fully comprehend the work. Interviews may be conducted at the Olmsted Locks and Dam Lockmasters office with prior coordination in Olmsted, Illinois and/or another location determined by the contractor. Interested SMALL BUSINESS vendors with NAICS Code 541990 - All Other Professional, Scientific, and Technical Services; are encouraged to submit a Capability Statement/Prospectus or other data outlining their experience and expertise in the areas discussed within the Draft PWS to the Contract Specialist. Please include your company�s CAGE code and DUNS number with your response to this SOURCES SOUGHT announcement. The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information: Organization name, location and CAGE code. Socioeconomic Status Company's capability to perform work as described in the PWS to include, but not limited to: Examples of comparable work performed within the past 3 years with a brief description of the project(s), customer name(s), contact information and dollar value of the project(s). Resources/ personnel the company has to enable performance of the required work Comments on the draft PWS This market survey is for informational and planning purposes only and does not constitute a Request for Quote (RFQ). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested companies shall response to this Sources Sought announcement no later than 4:30 PM EST Tuesday 16 March 2021.�
