- TECHNICAL DESCRIPTION OF THE REQUIREMENT This potential requirement is to establish the maintenance, inspection and repair requirements of Southeast Regional Maintenance Center�s (SERMC) Port Security Barrier design with parallel pontoons (PSB-P) located in Jacksonville, FL. at Naval Station Mayport. The service contractor shall be responsible for inspecting for condition, the receipt, inventory, scheduling and execution of maintenance, repair, excessing and modification of the Anti-Terrorism Force Protection (ATFP) security barriers. The contractor shall be responsible for maintaining appropriate qualifications to operate all ancillary equipment and support vehicles to accomplish barrier maintenance and repairs. In addition, the contractor shall provide repair-related management reports, maintenance of technical publications libraries, support equipment (SE) licensing, tool control, insurance, and quality assurance in support of this tasking. This requirement is for labor and logistics in support of the sustainment of the PSB-P system located at BAE Systems Jacksonville Ship Repair located at BAE Systems Jacksonville Ship Repair, 8500 Heckscher Drive, Jacksonville, FL 32226. TASKS This requirement is for labor, parts, materials, and logistics in support of the sustainment of the PSB-P system . For planning purposes, the contractor shall conduct the first maintenance visit will within 30 days after contract award. Major requirements for this effort are described as: � Quarterly Routine Maintenance � Emergency Repairs/Non-Routine Maintenance � Contractor Furnished Material (CFM) Tasking could include but is not limited to: � In-situ coating repairs � Minor on-water/land welding and cutting repairs � De-watering and patching flooded pontoons or buoys � Marine growth removal � Other miscellaneous tasking to include facility maintenance and clean up and inventory support of barrier materials � Barrier maintenance includes any Jacksonville site material management, storage and the preservation, inventory of all materials and ancillary equipment provided for PSB program � Buoys- The contractor shall perform necessary repairs/replacements to mooring buoys including but not limited to: Damaged or missing fenders, deck fittings, net extension fences � Navigation Lights- The contractor shall inspect the navigation light mountings and repair/replace any that are loose or defective. All navigation lights that are not working shall be replaced � Latch Connectors- The contractor shall perform necessary repairs/replacements so that all latching connectors and support hardware are fully operational per drawings and O&M manual. Typical tasking includes but is not limited to: repair/replacement of latch spears, receivers, lanyard sheaves, pintle hooks, hand winches, safety and tow lines, and pelican hooks on PSB � Non-Latch Connectors- The contractor shall ensure that all non-latch connectors that are broken or the primary strength members have degraded more than 75% is replaced / repaired. Non-latch connectors include all connectors used in the various types of PSB systems including but not limited to: flanged and pinned sleeve connectors, hinge connectors, back-up chains � Nets and Fence Assemblies- The contractor shall perform necessary repairs/replacements so that all net and fence assemblies are in the as-built configuration. Typical repairs include but are not limited to: replacement of net fasteners, module-to-module nylon lanyards, severely damaged nets, top net wire supports, termination posts/lanyards, kayak guards, and damaged fence posts Contract Type: For this requirement, the contract will be structured as a Firm Fixed Price (FFP) task order with a base year, four option years, and an additional six month option to extend if all options are exercised.
