- This Request for Information (RFI) is issued and intended for market research and planning purposes only. The purpose of this RFI is to survey industry interest and obtain industry feedback in regards to the provided questions. Any information provided by industry to the Government is strictly voluntary and to be provided at no cost to the Government. The Government will not reimburse vendors for any preparation/submission costs. This is not a Synopsis or a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used by the Air Force multi-functional team to facilitate decision making. The contemplated scope of work includes: Establishing training and operational organic F-16 capability for the Partner Nation Air Force (PNAF). This is intended to assist the PNAF in establishing the F-16 as a weapon system within a given partner nation, that meets specific PNAF mission requirements. This includes establishing a training capability commensurate with PNAF resources. Contract IPs will be provided as a replacement concept for USAF IPs in multiple OCONUS Partner Nation Air Force (PNAF) locations. Main focus is OCONUS, with CONUS capability to support PNAFs. Instructors placed OCONUS would be required to assist a country in building organic training capability and standard operating procedures. The contractor would be responsible for providing IPs, Simulator Instructors, Courseware Development, Mobilization, and Program Management.
