Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Contractors MUST submit the following by e-mail to CFLAcquisitions@dot.gov for receipt by close of business (2 p.m. local Denver time) on March 12, 2021: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $4 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA FTFS 0007(1) Fibreboard Road project in which you performed (as the prime contractor) full depth reclamation, and asphalt concrete pavement. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA FTFS 0007(1) Fibreboard Road PROJECT DESCRIPTION: The project is located on Fibreboard Road (Forest Route 07) in Tahoe National Forest, California.� Fibreboard Road is located west of State Route 89, approximately 15 miles north of the intersection of State Route 89 with Interstate 80 in Truckee, California. The Forest Service (Tahoe National Forest) maintains Forest Route 07, also known as Fibreboard Road, in Sierra County, California. The road begins at State Route (SR) 89 just outside the Forest boundary and continues in a southwest-west direction for about 16.3 miles across the Forest to Jackson Meadows Reservoir. The road currently suffers from significant thermal cracking, rutting, and potholing due to severe winter weather and the presence of snowplows on a portion of the route. The purpose of the project is to improve the roadway surface and reduce yearly maintenance costs.� Funding for the project is through a combination of FHWA�s Federal Lands Transportation Program and Forest Service funds. The project includes reconstructing 2.51 miles of Forest Route 07, beginning at the eastern Forest boundary near SR 89. An additional 0.68 miles of the road continuing west may also be improved if funding is available. Road reconstruction would consist of pulverizing the existing asphalt and adding crushed aggregate base. Some sections of the roadway may require full depth reclamation which involves blending asphalt emulsion or Portland cement with the pulverized material to provide an adequate structural layer.� The roadway would then be paved to match the existing roadway width. All work would occur within the existing roadway. In addition, the road would be striped and signs may be replaced, as needed. No drainage improvements or other work is anticipated. Staging areas would be identified along the road or in previously disturbed areas, such as existing pull-outs, approved for such use by the Forest Service. Construction is planned for summer 2021 and would likely take about 4-6 months. All work would remain on the existing roadway bench, and no vegetation removal or new disturbance beyond the roadway is planned. Construction equipment anticipated to be used includes: pulverizer, asphalt truck, spreader, compacter, dump truck, skid-steer, backhoe loader, motor grader and excavator. The contract will be advertised with a Bid Schedule (Schedule A) and 2 Bid Options (Option X and Y). SIGNIFICANT QUANTITIES: Schedule A: Full Depth Reclamation with Cement, 6-Inch Depth � 29,500 SQYD Asphalt Concrete Pavement � 5,000 TON Option X: Full Depth Reclamation with Cement, 6-Inch Depth � 5,300 SQYD Asphalt Concrete Pavement � 920 TON Option Y: Full Depth Reclamation with Cement, 6-Inch Depth � 3,430 SQYD Asphalt Concrete Pavement �755 TON It is anticipated this project will be advertised in April, 2021. Construction is anticipated between June, 2021 and November, 2021. The proposed project is estimated at a cost between $2.5 million and $4 million.
