Description
Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential businesses, especially any Small Businesses, Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) offerors capable of providing a Telemetry system as listed in the below Statement of Need utilizing NAICS Code 339112 (Medical Equipment and Supplies Mfg.). Responses to this Sources Sought Notice should demonstrate the firm's ability, capability and responsibility to provide the principal components of supplies listed below. Responses should include the following information: Business name, address, Point of Contact, Service-Disabled Veteran Owned Small Business info and if they are a manufacturer of the items. All information is to be submitted via e-mail at ronald.kline@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 3:00 pm (EST) on Wednesday, March 4, 2021. No submissions will be accepted after this date and time. Questions can be submitted electronically to ronald.kline@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey either. Statement of Need Lebanon VA Medical Center Title of Project: Pulmonary Telemetry Unit Scope of Work: Vendor to provide one (1) Pulmonary Telemetry Unit/Patient Monitoring System with installation and on-site training. Background: The Lebanon VA Medical Center has a requirement to replace an out-of-date Telemetry unit utilized by the Respiratory Department. The unit cannot be upgraded and newer technology is available. Performance Period: Delivery shall occur within 45 days of receipt of contract Type of Contract: Firm Fixed Price Delivery Order. General Requirement Telemetry Unit will have a Central Station with keyboard, mouse and webcam. Unit will integrate with HL7 protocol in order to transfer data to the Lebanon VA Medical Center s Health Information System. Unit will have Windows 10 operating system or higher. Unit will include 24 LCD monitor. Telemetry receiver will be tuned to WMTS frequency band. Unit will have dual hard drives. Unit will be HIPAA compliant. Requirement includes installation of all hardware and software and network components. Requirement includes on-site training. Requirement includes a laser printer. Requirement includes a battery back-up. Requirement includes a surge protector. Unit will have wireless capability. Unit will have enhanced security application that tracks HIPAA compliance. Unit will have SpO2 interface. Requirement includes annual HL7 maintenance services. Use off-the-shelf hardware. Operator and Service Manuals to be included. Pre-notification of freight required shipment. Special Considerations: While on-site, Vendor will make every effort to avoid any interruption of the work environment. If it is necessary to interrupt network service, Vendor will notify Customer s primary contact representative at least two business days in advance. As outlined in this document, Vendor will uncrate, inventory, install, label, test, and certify the proper operation of all equipment and software on location for each installation. After installation, vendor will perform final testing and adjustments to the completed system. For final testing and orientation training, vendor will provide an Acceptance Test Plan validating that all tasks have been performed to the satisfaction of the Customer representative. Upon completion of the final testing, vendor will ensure that the work site is clean and that refuse is properly discarded. Delivery: Contractor Shall provide delivery within 45 days of contract award to the Lebanon VA Medical Center located at 1700 S. Lincoln Ave., Lebanon, PA 17042; Attn: Warehouse. Delivery shall be coordinated at least 72 hours prior to required delivery date with the designated Contracting Officer Representative (COR).
