DOMESTIC AVAILABILITY OF DUCTLESS-SPLIT HEATING AND AIR CONDITIONING SYSTEMS Request for Information:� THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT.� No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.� In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is conducting market research to determine the domestic availability of Ductless-Split Heating and Air Conditioning (A/C) Systems.� Specifically, Ductless-Split Heating and A/C Systems that are manufactured in the United States in sufficient and reasonably available commercial quantities of satisfactory quality.� The applicable North American Industry Classification System (NAICS) code is 333415 Heating and Air-Conditioning combination units, Manufacturing. ��These units are considered Construction Materials for installation under construction contracts using NAICS code 238220, Plumbing, Heating and Air-Conditioning Contractors. ����������������������������������������������� Ductless-Split Heating and A/C Systems are subdivided into three categories: Mini-Split, Multi-Split, and VRF/VRV. Mini-Split A/C and Heat-Pumps ���������� The lowest cost and most common system has one outside unit and one indoor unit.� This type of system is generally used ���������� for single-zone cooling and/or heating and is common in residential and small commercial settings. ��� Multi-Split A/C and Heat-Pumps This system adds complexity by allowing a single outside condensing unit to supply refrigerant to multiple indoor units for independent temperature controlled zones.� The refrigerant flow is constant and the entire system must be in the same mode (heating/cooling).� This means that certain zones cannot be cooling while others are heating.� This type of system is generally used to condition a suite of offices or a small group of rooms. � VRF/VRV This system works like the multi-split units, but provides the added benefit of being able to heat some zones while cooling others.� The refrigerant compressor is capable of adjusting the flow based on the heating and cooling demands, which makes the system more efficient.� Additional devices and controls inherent to VRF/VRV systems also contribute to higher efficiency, but also increases cost and complexity. In order for the Ductless-Split Heating and A/C Systems to be considered manufactured in the United States, all manufacturing process must take place in the United States and the cost of components mined, produced, or manufactured in the United States must exceed 50 percent of the cost of all the components. Components of foreign origin of the same class or kind for which non availability determinations have been made are treated as domestic.� If your firm manufactures the above systems in the United States, please respond to this notice by email to Sean.E.Waldron@uscg.mil and Jean.m.Bretz@uscg.mil with the subject �Domestic Availability of Ductless-Split Heating and Air Conditioning Systems�. � Your response MUST include the following: (1) evidence of prior work in providing domestically manufactured �Ductless-Split Heating and A/C Systems to include, if applicable, contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (2) detailed information on the domestically manufactured Ductless-Split Heating and A/C Systems for comparison purposes, and� (3) place of manufacturing (i.e., plant location within the United States).� Your response is required no later than 12 March 2021.� �
