- SOURCES SOUGHT This announcement serves as a Sources Sought Notice issued for the purpose of Market Research in accordance with the Federal Acquisition Regulation (FAR) Parts 10 and 15. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a Request for Proposals (RFP). DLA Troop Support is NOT requesting a quote or proposal in response to this notice. This notice should not be construed as a commitment by DLA Troop Support for any purpose. The Government does not intend to pay for information furnished pursuant to this Request for Information (RFI). The purposes of this Sources Sought Notice is to conduct market research to identify other parties that have an interest in and have resources to support the following requirement. PRIMARY PERFORMANCE CAPABILITY REQUIREMENTS: The purpose of this initiative is to satisfy customer requisitions for military service C&T items. The Contractor will not be responsible for requisitioning clothing from the manufacturing community. Rather, DLA Troop Support will procure the clothing items and order the replenishment quantities from other 3PL providers or manufacturers to ship to the Contractor.� Such items include but are not limited to boots, caps, trousers, shirts, blouses, insignia, and coats. Providing Third-Party Logistics (3PL) warehousing and distribution in support of DLA Troop Support and its military customers. Providing embroidery, sewing of rank insignia, service branch tapes,� name tapes, for military customer uniforms Developing, deploying and utilizing a 3PL Web-based Ordering System (WeBOS) website to take order requests from military customers. Processing Kitted Material Orders (KMO), Material Release Orders (MRO), and Stock Transfer Orders (STO) transmitted through DLA Troop Support via Electronic Data Interchange (EDI). Utilizing the best commercial practices for packaging, packing, and labeling of storage items for shipment. Conducting annual physical inventories using Wall-to-Wall blind count procedures to maintain audit readiness and inventory accountability. Providing sustainment in support of unanticipated surges in demand for facility storage warehouse items. NOTICE: Review the above and the attached draft Performance Work Statement (PWS) and provide any sources that are able to provide the enhanced logistical support as a 3PL provider to furnish warehousing, storage, inventory management, sewing of military insignia, rank and nametapes, embroidery, individual kitting,�web-based requisitioning,�sending and receiving EDI transactions, and distribution functions for DLA Troop Support, and its military customers. �Interested parties are requested to indicate your firm�s interest by submitting a brief description of your firm�s capabilities.� Please limit this submission to two typed (2) pages maximum.� In addition, interested parties may also submit questions regarding the attached PWS. DISCLAIMER: This RFI/Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation.� ��The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ""specialty metals"" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Submission requirements: Responses to this RFI/Sources Sought must be sent to Brett Joseph, Contracting Officer, via email at brett.joseph@dla.mil and to Jamie McPherson, Contract Specialist, via email at jamie.mcpherson@dla.mil by March 11, 2021 at 3:00 P.M. EST and should include company name, CAGE code, company size/profile, any other supportive information.
