Description
The National Aeronautics and Space Administration�s (NASA) NASA Shared Service Center (NSSC) is hereby soliciting information from potential sources for NASA Enterprise-Wide Library Solution.� The existing contracting efforts are decentralized and are currently being performed under individual contracts at multiple NASA centers. � NASA/NSSC is seeking capabilities from industry to inform the government�s acquisition strategy for a consolidated and centralized performance-based acquisition to encompass all aspects of library and research solutions for all 10 NASA centers, Headquarters and additional field locations. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, nor commit the Government to contract for any supply or service. Further, NASA/NSSC is not seeking proposals at this time and will not accept unsolicited proposals. Firms are advised that the Government will not pay for any information received or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding firm�s expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Contract Opportunities website at: https://beta.sam.gov/ or https://ebuy.gsa.gov for additional information pertaining to this RFI. 1.0������ Description The Agency�s Library Program office is seeking information regarding a consolidated and centralized agency library network.� NASA is seeking information for transforming the various disparate NASA Center libraries and additional non-library references/databases/ research materials into a consolidated Agency network that is searchable and accessible regardless of user location.� The goal is to create the most effective library research capacity in the world and to maximize NASA�s capabilities to meet its mission goals.� NASA is seeking innovative ideas to suggest how NASA can best create, structure and maintain an efficient NASA Distributed Knowledge Information Framework that facilitates research discovery and access, no matter whether the information source is inside or outside NASA.� The desired outcome is an Agency knowledge system/Library with direct access to all NASA and subscribed content, as well as access to other freely available reference collections. 1.1������ Specific service requirements include collaborative and innovative support in the areas of: A unified, coherent architecture with enhanced search capabilities allowing for easy access to cross-disciplinary data.� The digital library should include pertinent information such as abstracts of awarded proposals from NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES), gray literature, lessons learned (OCE database), Archives, pertinent Records and Knowledge Management data, various agency databases and NASA Scientific and Technical Information (STI) for peer reviewed publications.� Lending capabilities should include management of unique software licenses in addition to traditional physical and electronic reference material. Scan ability and catalog significant holdings of print material held by libraries, archives, engineering, science, and other organizations.� Management of the physical infrastructure and physical content in a seamless approach across Centers and platforms. Creation of a Distributed Knowledge Information System that will integrate the content of all NASA Libraries and other research portals/systems (electronic and hard copy) into a functioning whole producing, maintaining, and enhanced business knowledge base. An Integrated approach to digitize research content and make available across the Agency to include converting old digitized documents, scanned and microfiche documents. A catalog process for significant holdings of print and digital material held by libraries, archives, engineering, science, and other NASA organizations. Physical locations may also be used as resources for Telework and Remote workers while on Center. Complexities of NASA�s Collection Library reference collections: 12 geographically dispersed NASA libraries that maintain a collection that include 230,000 plus books, 5000 Print Journals, 120,000 eJournals, 260,000 e-Book, 500 databases, 3,000 DVD, VHS and Audio Titles, 2,000,000 microfiche holdings and 8000 interlibrary loan transactions. The Agency has various reference collections which are dispersed extensively throughout the agency. The collections are managed by different organizations within the agency. Roughly 150 vendors provide access to annually subscribed content. NASA workforce comprising over 15,000 members conduct research in the following areas; aeronautics, astronautics, chemistry and materials, engineering, geosciences, life sciences, mathematical and computer sciences, physics, social and information science, space science, classified special handling and other technical and non-technical topics. � NASA workforce can work remotely from international or domestic locations. 2.0������ Requested Information Interested firms are requested to provide a submission addressing the following information: How industry can deliver the technical services and requirements in Section 1.0 above at all NASA locations. Interest in submitting a proposal for these services and requirements. Recommendations on acquisition type(s) including, but not limited to, a single or multiple award (e.g., regionalized) approach with associated rationale. Recommended contract type (e.g., fixed price, cost reimbursement), and structure (e.g., mission services, mission and indefinite-delivery, indefinite-quantity (IDIQ), and all IDIQ) with associated rationale. Summary of corporate capabilities and experience in providing this type of work to include partnerships with companies and/or nonprofit organizations that would be a part of the proposed solution. Any other potential low-cost, high-quality, innovative performance solution alternatives. Summary of information on your firm�s library sciences technologies and tools. 3.0������ Response Instructions Specific instructions for submitting responses are provided below. 3.1������ General Response Details: 3.1.1��� The RFI response should be comprised of one technical volume (see RFI Section 3.2), one cover sheet.� Responses should not exceed ten pages (one cover sheet and nine technical volume pages).� Responses to the technical volume should be provided in Microsoft (MS) Word 2016 or later and be single spaced utilizing Times New Roman 12-point font.� The RFI response shall include recommended contracting strategy, Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) as well as recommended North American Industry Classification System (NAICS) if a more suitable one than 519120 is applicable. 3.1.2��� The cover sheet should include the following as a minimum: Name, mailing address, phone number, and e-mail of designated point of contact. 3.1.3��� Providing data/information that is limited or restricted for use by NASA would be of little value and such restricted/limited data/information is not solicited. 3.2������ Technical Response Details: The technical volume should provide the information requested in Sections 1.0 and 2.0 and be submitted in accordance with Section 3.1.1 of this RFI. 4.0������ RFI Response Submission Details: All responses to this RFI should be submitted electronically via e-mail to Mr. Bruce T.
