Request for Information (RFI) - DRAFT Broad Agency Announcement (BAA) FA8651-21-S-0001, Weapon Engagement Simulation Technology for Advanced Research (WESTAR) Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. The Government requests for industry to review the attached DRAFT BAA and provide comments/feedback that will assist the program office to refine its requirement. Respondents are encouraged to review the DRAFT BAA and submit questions and comments that may be useful for this requirement. Please note: Questions to this DRAFT BAA will be posted publicly with their answers with the BAA. �The BAA is anticipated to be posted in the March or April 2021 timeframe. �BACKGROUND: The overarching objective of the WESTAR contract is to maintain the Air Force Research Laboratory Munitions Directorate (AFRL/RW) leadership in development of multi-spectral and multi-modal phenomenology modeling capabilities, advance the state-of-the-art software/hardware in the loop test technology, and perform a critical role in the research, development, and transition of Air Force munitions. Use of simulation at all levels of munition development, both digital and software/hardware in the loop, is a key component of this research. THIS RFI IS NOT A REQUEST FOR PROPOSAL. The Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. This is a tool to receive feedback from industry regarding the DRAFT BAA and data provided. Any information submitted by respondents is voluntary.� Respondents will not be individually notified of the results of any government assessments. The Government is not obligated to and shall not pay for any information received from respondents as a result of this RFI. REQUIREMENT: Refer to the attached DRAFT BAA for a detailed explanation of this requirement. To obtain copies of the DRAFT Statements of Objectives, provide a written request to Shannon Paradise, Contract Specialist, shannon.paradise@us.af.mil and include: (1) a certified copy of a DD Form 2345, Military Critical Technical Data Agreement; (2) Commercial and Government Entity (CAGE) code; and (3) the name, phone, and email of the person requesting the information. Please reference all e-mail correspondence with the following subject line: Company Name, Response to DRAFT BAA FA8651-21-S-0001 RFI. All responses must include the following information: Company Name; CAGE Code; Company Address; and Point-of-Contact (POC) name, phone number, and e-mail address. All questions/submissions shall be received at the email above no later than 12 March 2021, 3:00 P.M. (Central Standard Time). Comments/questions received after 12 March 2021, 3:00 P.M. (Central Standard Time) will not be considered.
