- Approved for Public Release� � �� 21-MDA-10710 (25 Feb 21) GMD Weapon System Bidders Library Access Process HQ085621R0002 Access to the GMD Weapon System (GWS) Bidders Library is restricted to Offerors that have been cleared by the Missile Defense Agency (MDA) Contracting and Security Officials.� Dissemination by Offerors to subcontractors will be in accordance with the GWS DD Form 254, which MDA will provide upon access approval.� Subcontractor access is the responsibility of the Offeror. In order to receive the classified documents, the respondent requires a facility security clearance of no less than SECRET. This requirement shall be flowed down from the Offeror to all subcontractors prior to dissemination of information. Potential offerors and respective subcontractors shall only use the information covered by these access instructions to prepare an offer on the GMD Future acquisition and destroy the information at the conclusion of proposal activities. For access requests, Offerors must complete the Document Access Agreement and Request Form (see page 2) and the Contact Information Form (see page 3) by 5 March 2021. Please return the completed forms to the Unclassified GWS Email Account (GWSFutures@mda.mil). Utilize DoD Safe site as necessary. Companies that submitted the Document Access Agreement Form for GMD Futures Industry Day must resubmit on the form below. At this time, the Government plans to utilize the following methods for Library delivery: Unclassified Potential offerors will be notified of access process upon approval Classified Potential offerors will be notified of access process upon approval Additionally, the Contact Information Form must be completed in its entirety clearly listing: (i) two Points of Contact (POC), one primary and one alternate, for receipt of unclassified information and receipt of classified information; and (ii) security personnel. Information for each POC should list First Name, Last Name, Title, Company, Address, Work Phone, Cell Phone, Unclassified E-mail address, Classified E-mail address, and any additional information deemed necessary by the Offeror. Failure to provide a complete package by 5 March 2021 could result in significant delays in processing of Bidders Library Requests.
