Description
The Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office 2 (NCO2), intends to award a sole-source Firm-Fixed Price base plus four (4) option year contract in the procurement of Storm and Sanitary Sewer Cleaning and Jetting to STANDARD PIPE SERVICES LLC for service located within VA New Jersey Health Care System (VANJHCS); in accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 8.405-6(a)(1)(B), only one source is capable of providing the unique services required. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of March 3rd, 2021 to Standard Pipe Services LLC. 567 Walther Rd. Newark, DE 19702. This single source award requirement is to satisfy the minimum requirements of the New Jersey Health Care System. The requiring activity is seeking an annual service contract to provide Storm Sewer and Sanitary Sewer Cleaning and Jetting. This contract is needed to ensure the interior sanitary sewer lines are kept clear and unobstructed, free of clogs helping to prevent overflows and backups. The Storm Sewers must also be kept clear of silt, leaves and other debris allowing rainwater to flow freely through the system and away from roadways which could otherwise be flooded. Efforts to solicit as a set-aside failed to produce viable responses. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT March 1st, 2020 at 8:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide storm and sanitary sewer cleaning and jetting. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24221Q0356 Notice of Intent. If no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with STANDARD PIPE SERVICES LLC. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
