Special Notice N0016421SNB44 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code:� 5841 � Radar Equipment, Airborne� � NAICS Code:� 541715 � Research and Development in the Physical, Engineering, and Life Sciences Response Due Date:� 25 March 2021 Request for Solutions: Strategic Command, Control, Communications, Computer Intelligence, Surveillance (C4ISR) to Operationalize the Stratosphere (SCOS) Prototype Project� PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions for a prototype autonomous stratospheric platform - SCOS�s objectives are the integration of stratospheric balloons and stratospheric UAS capable of persistent, long duration flight, as well as the integration of advanced sensors onto stratospheric platforms. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 2371b.�� BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW The Department of Defense (DOD) desires to enhance strategic mission capabilities by exploring Machine Learning (ML) and Artificial Intelligence (AI) to enhance autonomous stratospheric technology. Developmental testing in the last five years has been focused on operationalizing the stratosphere by demonstrating a higher Operational Tempo (OPTEMPO) with persistent, long-duration stratospheric balloons and solar Unmanned Aircraft Systems (UAS). These platforms offer the opportunity to enhance the mission for persistent operations in non-permissive environments. Currently, stratospheric platforms and payloads are a mix of mature and developmental technologies. SCOS�s objectives are to improve state-of-the art persistent, long-duration stratospheric platforms and sensors. To do so, operations in the stratosphere must complement traditional collection platforms in the areas of early intelligence and warning; Intelligence, Surveillance, and Reconnaissance (ISR); airborne communications relay; maritime and land domain awareness, including moving target indication; and mitigation of degraded space-based capabilities. These wide-array objectives can be met through configuration and testing of stratospheric platforms and advanced sensors. In particular, the DoD has determined devices in the categories of Comms Relay, SAR, GMTI, SIGINT, and EO/IR are the most practical for advancement and integration onto existing Stratospheric Balloon and Solar UAS platforms.
