Page 2 of 2 Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 02 (NCO 2), intends to solicit quotes from contractors to provide Elevator Maintenance Services for the Finger Lakes Healthcare System, Bath and Canandaigua Campuses located at: Bath Campus 76 Veterans Ave Bath, NY 14810 Canandaigua Campus 400 Fort Hill Ave Canandaigua, NY 14424 The VA anticipates posting an unrestricted open-market RFQ for this requirement to beta.SAM.gov on or about February 12, 2021. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from beta.SAM.gov, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the beta.SAM.gov website (https://www.beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. NAICS Code: 238290 (Other Building Equipment Contractors) with a Small Business Size Standard of $16.5 Million. Classification Code: J059. Proposed Solicitation Number: 36C24221Q0494 Anticipated Closing Response Date: March 5, 2021 Period of Performance: April 1, 2021 to March 31, 2022, with four subsequent option years Description: The service and maintenance agreements shall include all material, labor, supervision, tools, supplies, and any other items necessary to perform: All scheduled inspections, services, adjustments and repairs for all elevators listed; all required unscheduled adjustments, services and repairs for all elevators listed during business hours; 24hr a day/ 7day a week emergency call back service for all elevators listed within two (2) hours of telephone request; Technician shall be on-site at each facility once per week, 52 weeks/year; and all service and repair work shall be performed in compliance with the latest approved edition of the ASME A17.1/CSA B44-2019: Safety Code For Elevators And Escalators, as of 2019 (American National Standard Institute Elevator Code ANSI, and American National Standard Institute, Inspectors Manual ANI, A17.2). As well as all other applicable code including NFPA 70E and OSHA Requirements - OHSA 1917.116 - Elevators and escalators; OSHA 1926.552 - Material hoists, personnel hoists, and elevators; OSHA 1910.147 The Control of Hazardous Energy (lockout/tagout).
