Description
The Contractor shall provide all services and materials to demolish Building 54 and the covered firing positions IAW the attached Performance Work Statement (PWS). As a result of this RFQ, the Government intends to award a Firm Fixed Price service contract to the offeror whose quote conforms to the solicitation requirements and represents the best value. In determining which quote represents the best value, the Government intends to take the folowing actions: 1st, quotes will be sorted according to price. The lowest priced quote will be evaluated first. 2nd, the Government will evaluate the offerors experience. In order to demonstrate adequate experience, interested parties should�identify two successful demolition projects of structures with a 2,000 SF footprint, or greater, that were completed within the last 3 years. Projects of similar magnitude that were partial demolition of an existing structure will also be considered. 3rd, the Government will evaluate the offerors Past Performance. The Government may gather past performance information using any reasonable method to include, but not limited to, use of Government and/or commercial databases (i.e. CPARS). If in the Governments opinion, the lowest priced offeror has adquate experience and agreeable past performance, the Government may determine that particular offerors quote represents the best value without reviewing the experience or past performance of any other offeror. If on the other hand, the Government discovers experience or past performance information that represents a significant concern, the Government may decide to evaluate the next lowest priced offeror�s experience and past peformance, and so on until a quote is identified which in the Governments opinion represents best value. Offerors are advised that the best value may not be the lowest price. A site visit will be held on February 16, 2021 / 1:00 PM EST at the Civil Engineering Building 25, 1 Air National Guard Rd, Scotia, NY 12302.� Contractors are advised that face masks are required to be worn at all times while on base and social distancing will be strictly enforced.� Finally, if you have been in close contact with a person who has been confirmed to have COVID-19 or if you are experiening any signs or symptoms including Fever, Cough or Shortness of Breath STAY AT HOME. Due to security concerns, all offerors must register to attend the site visit. The furnishing of the information above is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the site visit. This information will be provided to the Base Security Forces who will authorize your entrance to the site. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. Information provided at the site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the site visit shall be made and furnished to all prospective offerors via electronic means. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.
