- THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS. THIS PROJECT REQUIRES A SUBCONTRACTING PLAN. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), TWO-PHASE DESIGN-BUILD SOURCE SELECTION SOLICITATION THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROJECT IS 236220. ESTIMATED COST RANGE: $100,000,000 to $250,000,000 This project is a Best Value, two-phase design-build solicitation.� A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package.� The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements.� The successful Contractor must design and construct a complete and usable project, as described in the RFP documents.� One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those selected offerors.� Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability.� Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two stage of the Request For Proposals.� A maximum of five (5) firms will be invited to participate in the second phase. Description of Work: CE/CONTRACTING/ USACE COMPLEX� Design and Construct a Civil Engineer Squadron, Base Contracting Squadron, and United States Army Corps of Engineers (USACE) Complex. This project will provide administrative space for Civil Engineer, Contracting, and USACE functions. The facilities also provide administrative support and special spaces such as conferencing, team rooms, break rooms, file storage, and SIPR rooms where required.� The project provides Civil Engineer shops and Explosive Ordinance Disposal space which include functions such as vehicle maintenance, gear storage, weapons vaults, and other maintenance, shop, and storage areas.� Supply and equipment sheds, open storage sheds, and hazardous storage are also provided to support the squadrons. The facilities include reinforced concrete grade beam foundation and floor slab, masonry walls with accents of metal panel and/or precast concrete, structural steel roof framing, standing seam metal and/or single-ply membrane roofing systems. Smart technology measures include technology and data systems for more resource efficient building operations and to enhance capability to respond to, and recover from, natural and manmade disruptions. The project includes all utilities, site improvements, pavements, detection/protection features, security enhancements and other supporting work necessary to make complete and usable facilities. Construct a Logistics Readiness Squadron Complex. The complex will include a combined Vehicle Operations Administration and Vehicle Maintenance Shop Facility; a combined Squadron Headquarters, Supply Administration, Supply Warehouse, Traffic Management Office, and Air Freight Terminal Facility; a Supply Covered Storage Shed; a Hazardous Material Storage Facility; and paved areas for Vehicle Yard parking, Supply Open Storage, and Air Freight Processing. These facilities are required to support daily operations and maintenance of the assigned vehicle fleet and the receipt, processing, storage, distribution, and shipping of parts and supplies in support of assigned organizations.� The facilities include reinforced concrete grade beam foundations and floor slabs, masonry walls with accents of metal panel and/or precast concrete, structural steel roof framing, pre-engineered metal building with metal wall panels, standing seam metal and/or single-ply membrane roofing systems.
