Small Business Set-Aside
HZC Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)
 
Description
This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award. The project consists of two line items. Line item one: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to; RENOVATE/ADD FOR AGE SHOP/OFFICES, B129. The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation required to renovate a portion of Hangar 129 in accordance with the specifications and drawings contained in Section J, List of Documents, Exhibits and Other Attachments. This includes the remolding the C-17 AGE (Aerospace Ground Equipment) shops, offices, bathrooms, storage rooms, outdoor equipment parking, maintenance bays, and security storage space. This includes the requirement for an equipment wash bay. The project requires an asbestos and lead base paint survey prior to start of construction; results will determine if abatement is necessary[MFXGUA9M1]�. The project site is located at the 911th AW (AFRC). No award will be made until funds are available. Line item two: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation required to build a 550 sq ft addition to the building for aircraft jack stand tester which requires a substantial concrete foundation. Include foundation, floor masonry wall, metal siding, structural steel, standing seam roof, unit heater, cooling steel door, extend fire sprinklers, lighting and electric receptacles in accordance with the specifications and drawings contained in Section J, List of Documents, Exhibits and Other Attachments. Pittsburgh Air Reserve Station, 2375 Defense Ave Coraopolis, PA 15108- 4495. The magnitude of this project is between $1,000,000 and $5,000,000.��Total contract performance period is 270 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $36.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from beta.sam.gov at contracting opportunities and should be available on or about 20�January�2021. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. �To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the beta.sam.gov website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at beta.sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared nonresponsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on 17�February�2021. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. SITE VISIT: A pre-bid conference will be conducted on 1000 (10:00am) Eastern time, 17 February, 2021. Building 333 Conference Room (Civil Engineering), 911 AW, Coraopolis, PA 15108.� Site visits will follow the pre-bid conference. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.� Terms remain unchanged unless the solicitation is amended in writing.� If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. Electronic bids/ Faxed bids will NOT be accepted. Since this is a sealed bid all bids must be received prior to bid opening. Last mail pick up will take place by 8:00am 17 March 2021.
