Description
NASA�s Goddard Space Flight Center (GSFC) intends to issue a sole source, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to acquire items from CIMEL Electronique. �NASA/GSFC has a requirement for the following: several models of the CIMEL 318 (CE318) family Sun and Sky-Scanning Spectral Radiometers (sun photometer) and necessary parts for the repair, maintenance, and upgrade of the sun photometers; tracking robot; and advanced control box. These sun photometers monitor aerosol optical properties and provide uniform database for long term characterization of aerosol optical properties within NASA�s global climate change program.� This requirement is pursuant to 10 U.S.C 2304 (c)(1) �Only one Responsible Source.�� The network has been in existence 25+ years, and currently no other source is available within the market to provide instrumentation that meets the Government�s needs, other than CIMEL. Furthermore, awarding to another vendor would not be feasible for meeting the Government�s instrumentation schedule requirements. The period of performance for this contract will be five (5) years.� � The AERONET Project has standardized all aspects of the program. �This includes delta processing, data measurement protocols, calibration procedures and scientific equipment used. �With respect to the latter, one fundamental radiometer produced by CIMEL Electronique, the CE318, has been the only instrument used in and designed to the specific requirements of the AERONET program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email in writing to Contract Specialist, Chyrette M. Copeland, Chyrette.M.Copeland@nasa.gov �not later than 4:30PM EST on March 15, 2021. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. �A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
