- INTRODUCTION The Army Contracting Command, Redstone Arsenal, AL, is issuing this sources sought synopsis to conduct market research, IAW FAR Part 10. To identify potential sources having an interest and industry technologies available to support the procurement for two (2) new Beechcraft King Air 360ER Extended Range (B300) Aircraft equipped with the ProLine Fusion cockpit and configured as a commercial Maritime Patrol Aircraft (MPA) for the Sri Lanka Airforce (SLAF). The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, AL, and the Fixed Wing Project Office (FWPO) anticipates a potential requirement to satisfy the procurement for the Sri Lanka Airforce (SLAF) Beechcraft King Air 360ER aircraft. The Contractor's response must meet the requirements as outlined in this announcement. This effort is in direct support of the Foreign Military Sales (FMS) case. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on these sources' responses sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 1.0 GENERAL REQUIREMENTS: The Contractor shall satisfy the procurement of up to two (2) new Beechcraft King Air 360 (B300) with the following factory options: 8000 ER (Extended Range) Fuel Tanks NPO 130-8004-0007 -60A Engine 17,500lb Increase Gross Weight (IGW) kit The aircraft will also need to be equipped with the ProLine Fusion cockpit and configured as a commercial Maritime Patrol Aircraft (MPA). 2.0 ELIGIBILITY: All responses shall address the following: � � � a) Business Size per NAICS 336413 and Classification Code 1680. � � � b) Identify POC, including phone and email addresses. � � � c). Identify if your firm will provide Aircraft Components, Spares, and Accessories for a Beechcraft King Air 360 (B300). � � � d). Delivery Date after contract award. 3.0 AIRCRAFT REQUIREMENTS: The information described below will also be required for the fully modified King Air 360ER (B300) aircraft to fulfill this procurement. � � � a) All outer mold line modifications (radome, pod, extended nose) to the B300 shall have existing FAA STC for the B300 at� 17,500lb MTOW. � � � b)�Electro-Optical/Infra-Red (EO/IR) and Synthetic Aperture Radar (SAR) shall be installed within a radome, pod, or extended� nose. The aircraft shall be equipped with a FLIR Star SAFIRE 380-HD EO/IR sensor. �External hard mounting of the EO/IR or SAR without enclosure inside a radome, pod, or extended nose will not be considered. � � � c)�The aircraft shall be equipped with Telephonics RDR-1700B Synthetic Aperture Radar (SAR) with LN-251 Inertial Navigation System (INS). � � � d)�The aircraft shall be equipped with a dual, side-facing mission system console for two (2) operators. � � � e)�The aircraft shall be equipped with a Full Motion Video (FMV) Line of Sight (LOS) Tactical Data Link with MANET capability (airborne). � � � f)�The program shall be Non-Developmental (NDI)/Commercial Off-the-Shelf (COTS). Developmental efforts to achieve compliance will not be considered. � � � g)�Interested parties shall demonstrate past performance modifying the B300 aircraft with the proposed EO/IR and SAR integration. � � � h)�The Contractor shall provide the required documents, subscriptions, and publications for the operations and maintenance of the fully modified King Air 360ER aircraft. � � � i)�The Contractor shall submit a data package of airworthiness documentation issued by the FAA and their designees providing proof of FAA airworthiness certification for proposed MPA modifications. � � � j)�The Contractor shall be responsible for ferrying the fully modified King Air 360ER aircraft to Colombo, Sri Lanka. After all aircraft/mission system modifications have been completed, technical acceptance by the Government and the DD250 has been signed in Wide Area WorkFlow (WAWF). � � � k)�The Contractor shall provide a standard warranty for the King Air 360ER aircraft to the Sri Lanka Air Force. They shall also offer a two (2) year warranty on the Mission Systems and MPA modifications. This warranty will start once the DD250 has been signed in WAWF. � � � l)�The contractor shall provide and install the Cobham Flexcomm RT-7000 PMR Tactical Radio. 4.0 AIRCRAFT MISSION SPARES: � � � a) The Contractor shall provide Aircraft/Mission Spares for the King Air 360ER Aircraft, and the spares shall be based on supporting each aircraft for 600 hours per year for one (1) year. 5.0 TRAINING REQUIREMENTS: � � � a) The Contractor shall provide CONUS-based training for two (2) Pilot Initial Simulator Training courses and one (1) aircraft maintainer training as an entitlement supplied with each King Air 360ER aircraft's purchase. The pilots will hold appropriate military or civilian multi-engine instrument ratings. The technician will have an Airframe and Powerplant (A&P) license or equivalent experience/license, as necessary, to receive King Air 360ER training. � � � b) In addition to the pilot mentioned above and maintainer entitlement training, the Contractor will provide over & above Pilot Initial Simulator Training and aircraft maintainer training for one (1) aircrew, consisting of up to two (2) pilots and one (1) technician, holding the same qualifications mentioned above. The Contractor is not responsible for travel and per diem expenses for the entitlement pilots and maintainer training in the United States. � � � c) OCONUS Mission System Operator Training will be up to 3 months on-site in Colombo, Sri Lanka, to include classroom, hands-on training in the customer's aircraft, and maintenance practices on the installed mission system for up to ten (10) students. � � � d) OCONUS Mentor Pilot Flight Training will be up to 3 months on-site in Colombo, Sri Lanka, consisting of a U.S. Pilot in the co-pilot seat conducting hands-on flight training in customer's aircraft. Mentor Pilot Flight Training will be conducted concurrently with the Mission System Operator Training. � � � e) OCONUS Aircraft Maintenance Field Service Representative will be up to year on-site in Colombo, Sri Lanka, and include an FAA licensed A&P with King Air B300 type experience and familiarity with maintaining the installed MPA mission system components. � � � f) CONUS-based over & above Fusion Avionics Training for up to two (2) avionics technicians to attend Avionics Initial Regulatory Training and Avionics Practical Regulatory Training. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating the ability to provide the products/systems listed in this Technical Description.� Documentation should be in bullet format. No phone or email solicitations regarding the status of the RFP will be accepted before its release.
