Sources Sought Notice This Sources Sought/Market Survey Notice is being conducted by the Department of Veterans Affairs, Network Contracting Office (NCO) 16 in support of the Gulf Coast Veterans Health System (GCVHS), Veterans Affairs Medical Center (VAMC) located in Biloxi, Mississippi to identify other sources that are capable of providing Distribution Relay Replacement. Description / Scope / Objective. The Contractor shall furnish all labor, materials, parts, equipment, tools, transportation/travel, factory-trained/ licensed personnel, management, and supervision required to replace Utility Distribution Relays in accordance with (IAW) manufacturer's instruction manuals and related references, applicable codes and standards on Schweitzer Engineering Laboratories, Inc. equipment: SEL-751 Feeder Protection Relay and SEL-700G Family of Generator and Intertie Protection Relays. NAICS: 335314 Relay and Industrial Control Manufacturing SIZE STANDARDS: 750 Title: Distribution Relay Replacement The tentative period of performance: 12 weeks from date of award Please respond to this Sources Sought Notice by 11:00am Central Time on March 5, 2021. All businesses eligible are encouraged to reply as this information may be used to determine potential set-asides for the above-noted requirement. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Jeneice McClinton, by 11:00 am (Central Time), March 5, 2021. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following: 1. Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at www.sam.gov and/or the VetBiz Registry at www.vetbiz.gov. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in SAM. To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. 2. Statement of Capability: Submit a brief [five (5) pages or less] capability statement explaining your capability to provide equipment and perform service for the GCVHS. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. 3. Please see attached draft statement of work (SOW) and objective. In your response Contractor must demonstrate technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) years within the last eight (8) years. 4. Is the Contractor a licensed Master Electrician capable of performing services and meeting the requirements and objectives in the Draft Statement of Work (SOW)? Contractor must provide documentation of the Master Electrician certification and valid license to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice. 5. Is the Contractor service technician(s) properly trained and licensed in Electrical Contracting capable of performing services and meeting the requirements and objectives in the Draft Statement of Work (SOW)? In your response Contractor must demonstrate Service Technician(s) 3 years technical experience within the last 5 years as a service electrician having serviced, repaired, test, and maintenance three or more systems in healthcare, industrial, educational, and commercial facilities within three of the last 5 years. Contractor must provide service technician(s) proof of certification and valid license to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice. 6. Does the Contractor possess the capability to provide Distribution Relay Replacement as identified in the SOW? Contractor must provide up to three (3) Contractor technical experience entries performing as the prime Contractor demonstrating a minimum of five years of technical experience within the past eight years to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice. The Contractor technical experience entry shall include: (a) dollar value, (b) contract number, (c) period of performance (year and month), (d) point of contact (POC) name and title, (e) POC phone number, (f) POC email address, (g) description of the work; and (h) servicing agency. 7. Contractor must provide informal pricing information to include a breakout of costs/price for this requirement to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice. This is NOT A REQUEST FOR QUOTE or an announcement of a solicitation. The intent of this notice is for informational purposes only.
