- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL OFFERORS FOR MARKET RESEARCH PURPOSES ONLY. U.S. Navy, Naval Facilities Engineering Systems Command (NAVFACSYSCOM), Mid � Atlantic (MIDLANT), Public Works Department (PWD), and Facilities Engineering & Acquisitions Division (FEAD) MCRD Parris Island has a need for septic tank and related services to provide approximately 225 portable toilets and 48 handwashing stations throughout three (3) installations located in the Beaufort, SC area.� The portable equipment and sanitary services provide support predominantly to MCRD Parris Island.� LOCATION���������������������������������������������������� EQUIPMENT�������������������������������������������������������� QUANTITY MCRD PARRIS ISLAND������������������������������� PORTABLE TOILETS������������������������������������������� 200 MCRD PARRIS ISLAND������������������������������� HANDWASHING STATIONS�������������������������������� 40 MCAS BEAUFORT��������������������������������������� PORTABLE TOILETS�������������������������������������������� 25 MCAS BEAUFORT��������������������������������������� HANDWASHING STATIONS�������������������������������� 4 NAVAL HOSPITAL BEAUFORT��������������������PORTABLE TOILETS������������������������������������������� 4 The equipment shall be contractor provided and leased to the Government on an annual basis.� In addition to the equipment the contractor will be required to maintain, safeguard, relocate, and provide pumping and cleaning services for portable toilets and handwashing stations on a daily, weekly, and bi-weekly basis depending on location and training need.� Due to training activities of MCRD some stations require additional cleaning and relocation services at certain locations to meet the needs of the USMC.� Training schedules do alternate through the installations based on training cycles.� Other supported activities require additional services and equipment for events such as an air show which will be ordered on a case by case basis by task order.� The Navy is seeking qualified Commercial contractors with knowledge of providing and maintaining numerous portable toilets and handwashing stations experience with significant usage of equipment over a large area of responsibility such as three (3) military installations.� The Navy in support of the USMC is seeking turn-key commercial practices to better support the providing of portable sanitary equipment in the most efficient and cost effective manner.� Contractor oversight, surveillance and monitoring of services and equipment is required.� While most equipment is highly visible some may require additional safeguarding from vandalism.� Contractor shall ensure that services conducted have minimal down time due to critical USMC missions and training operations. Ideally, the Navy is seeking a firm that can oversee the entire operation of the portable sanitary systems for NAVFACSYSCOM.� We welcome suggestions on alternative and innovative techniques and approaches to the supply of portal toilet facilities that can be responsive and agile to changing mission requirements.� Also, the ability to record, manage, and maintain inventory of equipment that are in constant demand. Agility is key to the Navy. A contractor that can identify necessary services or respond to equipment casualties in less than four (4) hours would be preferred. A clear and defined Quality Control Plan and schedule to provide cleaning, pumping, monitoring and preventative maintenance based on industry or commercial standards that addresses the usage and movement of assets as well as the condition of equipment through contractor inspection that results in a communicated monthly plan to the Government on how best to use the equipment or alternative equipment is highly sought. In addition, the Navy is seeking a contractor with the ability to adapt to future year�s needs by captured data.� The contractor�s ability to present data captured from the previous year of performance that tracks the usage, relocation, and experienced maintenance repair times to include cleaning, and maintenance outages and the ability to recommend changes would assist the Navy in the use of the equipment.� The contractor would ideally advise the Navy on recommended performance improvements to address past experiences and operational schedules of the USMC in following option year�s performance. A suggested pre-priced ELIN performance based IDIQ contract is desired for the above sanitary related services.� The Government�s intent is to establish a FFP for the equipment and all necessary services and order annually by task order for each installation.� The FFP ELIN in the IDIQ shall include: ITEM��������������������������������� QTY������������������������������������������������ UNIT OF ISSUE Portable Toilet�������������������TBD���������������������������������������������������������� EA Handwashing Station��������TBD���������������������������������������������������������� EA Cleaning��������������������������� TBD���������������������������������������������������������� DA/WK/MO Sewage Pumping������������� TBD�����������������������������������������������������������DA/WK/MO Relocation�������������������������TBD���������������������������������������������������������� EA Delivery���������������������������� TBD���������������������������������������������������������� EA Removal��������������������������� TBD���������������������������������������������������������� EA Emergency Relocation����� TBD���������������������������������������������������������� EA Emergency Servicing��������TBD���������������������������������������������������������� EA The anticipated Portable Toilet and Handwashing Station Indefinite Delivery Indefinite Quantity (IDIQ) Contract is for a five (5) year period (base year with four (4) option years). This Sources Sought and is not a request for proposals nor does it constitute a statement of a current government requirement. The anticipated procurement is for equipment, scheduled maintenance, and non-reoccurring services for various types� portable sanitary systems located at the three installations.� The establishment of this IDIQ is anticipated to be a 100% small business set-aside, but all interested parties are encouraged to submit capability statements and recommended approaches to our portable sanitary needs. It is anticipated that this acquisition will result in one (1) firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract. Reoccurring equipment costs, maintenance, cleaning and inspections services will be billed monthly on an agreed upon equipment cost and maintenance schedule. Task Orders will be issued as a result of task announcements for non-reoccurring repairs to the selected offeror. Task Orders awarded will vary in magnitude from a minimum dollar amount of $3,000.00 to a maximum of $250,000.00 per task. The projected total contract value is $2,000,000.00 for a term of five (5) years. The successful offeror will be required to provide all labor, material, supplies, transportation, supervision, and all other necessary items to perform a full spectrum of sanitary services and related services.� Due to the nature of a training facility the contractor will be required to ensure little to no impact to training operations or USMC missions. The intent of the IDIQ is to provide NAVFACSYSCOM with a stream lined contract that is flexible and responsive to meet reoccurring needs of USMC located within the area of responsibility of FEAD Parris Island. Contractors will be required to perform and execute services with simultaneous issued Task Orders (TOs) at multiple locations with multiple customers during the performance of this contract. Desired capabilities and qualifications include; - Expertise overseeing large operations providing similar services for multiple locations, in a large area of responsibility for sanitary and related services. The ability to provide a strong organic in house team with ownership of equipment in the firm�s capabilities. Experience working in multiple bases and one remote location with seasonal weather conditions (such as hurricanes) is required. - Interested contractors should respond by registering on the Interested Vendor List for this procurement. This notice is issued for the purpose of market research in accordance with FAR Part 10. All written responses must include a written narrative of capability, including technical information demonstrating the ability to meet the above requirements. The responses must be sufficient to permit agency analysis to establish a bona-fide capability to meet the requirement. Responses are limited to no more than 10 pages. Cover sheets, organization charts, and business size/classification documentation are excluded from the page count. Please provide in your response the firm's business size and classification. A positive statement of the firm's intent to submit a proposal for the anticipated contract solicitation as a prime contractor is requested. Affirmative written responses must be received no later than 15 days after the publication of this notice. The responses will result in an Industry Day for service contractors to meet with the Government and discuss capability statements.
