- Description
- NASA/JSC has a requirement for independent programmatic and institutional assessment capability support to NASA and other government agencies.� The support is received via reviews and assessments that are performed in support of organizational tactical and strategic planning efforts and comprised of independent assessments including aspects of cost, schedule, technical risk, and safety and mission assurance.� The scope of reviews and assessments includes JSC programs, projects, center and agency-wide institutional support activities. These requirements are outlined in the established Blanket Purchase Agreement (BPA) Strategic Professional Engineering Assessment Contract (SPEAC) 80JSC019A0001, GS-00F-008DA, which was awarded to Booz Allen Hamilton, Inc (BAH), on December 11, 2018.� NASA/JSC has issued a modification under the SPEAC BPA to increase the total estimated value from $112M by $60M to $172M. BAH will continue to provide the required services for SPEAC, under the authority of FAR 8.405-6(a)(1)(C), which states that in the interest of economy and efficiency, the new work is a logical follow-on to an original GSA Federal Supply Schedule (FSS) order.� In accordance with FAR 8.405-6, Limiting Sources, orders placed under FSSs are exempt from the requirements of FAR Part 6, Competition Requirements.� The rationale and evidence that supports the use of FAR 8.405-6(a)(1)(C) is included in a Limited Sources Justification (LSJ) that was created for the SPEAC BPA.� JSC has begun the re-competition process for the follow-on acquisition. The follow-on to the current BPA is being started early enough to allow for adequate planning with the intent to conduct full and open competition for the follow-on BPA. The increase will allow NASA to continue critical support of institutional assessment support activities while follow-on actions are completed. The Government does not intend to acquire a commercial item using FAR Part 12.��� NASA Clause 1852.215-84, Ombudsman, is applicable.
