- The Bureau of Fiscal Service, on behalf of AmeriCorps intends to make a Firm-Fixed-Price (FFP) Purchase Order to the Rape, Abuse, and Incest National Network (RAINN) for one (1) 12-month base period and four (4) 12-month option periods �pursuant to FAR Part 6.302-1(b)(1)(i).� AmeriCorps requires telephone and text hotline support services providing crisis intervention, local referrals, and emotional support to all AmeriCorps National Civilian Community Corps (NCCC) allowing victims of sexual assault to obtain anonymous support and resources.������������� Interested vendors and/or their partnering organization collectively (i.e. Teaming Partner(s), Subcontractors) shall have: At least 15 years of experience that demonstrates an in-depth knowledge of assisting those who have experienced sexual violence and a demonstrated history of operating successful national programs in the areas of victim services, public education, consulting, training, and public policy. Experience with a service program that supports a volunteer base of more than 1,000 members. Compliance experience with relevant national and state laws. Experience collaborating with community partners nation-wide, including sexual assault/domestic violence support services, medical services and law enforcement. Experience operating 24/7/365 hotline services in English and Spanish. Experience developing targeted, effective sexual assault education and response programs. Experience in providing confidential support from trained sexual assault hotline staff to support communities with crisis intervention, empathetic listening, and handoffs to designated local service providers or vetted national partners. Experience in supporting victims of sexual assault in finding local health facilities that are trained to care for survivors of sexual assault and offers services like sexual assault forensic exams. Experience providing referrals, information on reporting options, and call back services via text message to sexual assault victims. Experience with victim care services and referrals for short- and long-term support. Experience in response policies, and procedures related to all response staff. Experience providing initial and ongoing training for response staff. Experience with reporting and response procedures. The Bureau of Fiscal Service will consider written responses received no later than 10:00 a.m. ET on Tuesday, March 09, 2021. Responses must include sufficient evidence that clearly shows the vendor is capable of meeting the minimum qualifications, as listed above, or an exact equivalent. If no written response is received that clearly demonstrates the vendor�s ability to meet these qualifications, then Fiscal Service shall proceed with an award on a sole source basis to the RAINN. NO SOLICITATION IS AVAILABLE. �A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Interested vendors shall provide the following: 1. The name and location of your company, contact information, DUNS number, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.) based on NAICS Code 624190, size standard $12M. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through an existing Government Contract Vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Complete details of your company�s product that clearly and sufficiently demonstrates that it is an equivalent product to the one stated above without pricing at this time. Responses to this request shall be submitted on or before 10:00 a.m. ET on Tuesday, March 09, 2021 by email to purchasing@fiscal.treasury.gov , Attn: Poore/Greenup. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All vendors responding to this notice are advised that their response is not a request that will be considered for contract award. �All interested parties will be required to respond to any resultant solicitation separately from their response to this notice if the Government determines there is clearly an equivalent service(s) for the telephone and text hotline support.
