- UPDATE March 2, 2021: Post session sign-in rosters and Contracting Brief, Engineering Brief, Construction Brief slide presentations. Provide additional information to clarify phasing requirements and the number of calendar days. Introduction:� The U.S. Army Corps of Engineers, Japan District (USACE-JED), Okinawa Area Office (OAO) will hold an Industry Day event for the Design-Bid-Build (D-B-B) construction project FY19 LXEZ 194643, Improve Military Family Housing, Stearley Heights, located on Kadena Air Force Base, Okinawa, Japan. This Industry Day announcement is intended for local sources only.� Local sources are those companies physically located and authorized to perform construction work in Japan.� Firms interested and capable of performing the type of work associated with this announcement are highly encouraged to submit a response (submission requirements are located within this notice).� The purpose of this Industry Day is to identify local sources interested and capable of performing the construction services associated with this project, increase Contractor understanding of the project, and receive Contractor feedback to assist the Government�s acquisition planning efforts. This Industry Day announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.� The Government will not pay for any information provided as a result of this effort. �The first part of the event will be informative, wherein the proposed acquisition will be discussed, followed by a Questions and Answers (Q&A) session, wherein members of our staff will be on hand to assist in answering questions and responding to industry feedback. Information about the Project: Project Title: Improve Military Family Housing, Stearley Heights; Project Number: LXEZ 194643 Project Location:� Kadena Air Force Base, Okinawa, Japan NAICS Code:� 236220, Commercial and Institutional Building Construction� Project Magnitude:� Between �2,500,000,000 and �10,000,000,000 ($25,000,000 and $100,000,000) (DFARS 236.204) Project Description:�� This Fiscal Year (FY) 2019 Military Construction (MILCON) project includes Stearley Heights, Kadena Air Base. The project will provide whole-house interior and exterior modernization, renovation, and repair of 130 single family dwelling units (51UN D3-53 FGO 3BR, 36UN G3-53 CGO 3BR, 1UN H4-53 FGO 4BR, 36UN L3-53 FGO 3BR and 6UN N3-53 FGO 3BR). The work shall provide all management, tools, design, supplies, equipment, transportation, labor and services necessary for the improvements to the family housing units. Work to include but is not limited to restoration and repair of Unit Lot (utilities, pavement and trash enclosure), Building System (exterior structure, roof structure, interior structure, mechanical systems, electrical systems, plumbing systems, fire and life safety, and environmental improvements) and Building Space (patio, storage, foyer, living room, family room, dining room, kitchen, bedrooms, bathrooms, laundry room, linen, hallways, mechanical rooms), and Functional Improvement. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. In addition, environmental (asbestos/lead) remediation and all other related work are programmed into the project to provide complete and usable facilities. NOTE: The DRAFT Specifications and Drawings included in this Notice are provided for INFORMATIONAL PURPOSES ONLY.� Interested firms are cautioned that ALL attachments to this notice are provided in DRAFT FORMAT and subject to change. Estimated Period of Performance:��� 60 months Proposed Procurement Method:� The OAO anticipates issuing a firm-fixed-priced Invitation for Bid (IFB) solicitation in Fiscal Year 2021 to fulfill a requirement for the Department of the Air Force to complete the required construction repairs at Stearley Heights, located on Kadena Air Force Base, Okinawa.� Any solicitation pursued will be intended for local sources only.� Local sources are those sources physically located and authorized to perform construction work in Japan.� Depending upon the results of this market research effort, an Invitation for Bid solicitation may be issued.� Industry Day Date & Time: Thursday, February 25, 2021; 9:00 a.m. � 4:00 p.m. Location: OAO, Building 364, Room 108, Camp Foster Industry Day Participation: Conference room capacity is limited. Companies interested in attending the Industry Day are requested to limit participation to two (2) attendees per company and provide the list of anticipated attendees by 1:00 p.m. Japan Standard Time (JST), on February 17, 2021. The list shall include the following information and should be provided with your company's responses to the Market Survey and any specific questions concerning the project for the Government: Company Name Participant Name (Last, First) *Please indicate Camp Foster base access pass holders. Please provide the below information: Company Name Participant Name (Last, First) Citizenship Vehicle Information (Make/Model/Color/License Plate Number) =============================================== MARKET SURVEY Interested firms are requested to reply with the following information: 1. Name of your company, address, phone number, e-mail address, point of contact (POC) name, DUNS Number, and JCAGE code. 2. Describe your firm's capability and experience relative to the work described in the Project Description. Please provide information on comparable projects (for government or commercial customers) completed in the past six (6) years. 3. Describe your firm's level of interest relative to all aspects of the work. 4. Identify your current construction bonding levels.� ���a. Per Contract �� b.�Aggregate contract bonding capacity 5. Are there any equipment/systems that may face lead times which may be problematic for the specified period of performance? 6. Overall, does the anticipated Period of Performance seem feasible? 7. This project includes a phasing requirement. Does the phasing requirement seems viable, or does it introduce significant concerns or risks? If so, please be specific on what concerns or risks the phasing requirement introduces. 8. Are there any significant concerns/risks associated with the renovation work on this project? 9. Provide any comments that will increase your level of interest and participation in this project. 10.� What impact will upcoming enforcement of overtime rules have on project costs? 11.� What are the most significant impacts COVID has had on your ability to bid on projects?� Has COVID caused cost growth on on-going projects? 12. The Stearley Heights project is allowing PEX piping as an option for water distribution pipe, do you plan on utilizing PEX or copper pipe? Do you see significant savings with PEX? 13. When exclusion zones are incorporated into designs how much savings does this typically result in.� (5%, 10%, etc.) or even higher? 14.� Are there any current supply shortages occurring in Okinawa (labor or material)? 15. Has the design build projects allowed enough flexibility to incorporate Japanese products and means of construction resulting in cost savings? 16. Do you believe the use of design build for housing projects is a good fit, and do you see a good application of this for other types of projects? 17. Are there any other projects / solicitations currently out or going out in the future that may prevent you from bidding on this project? The information provided will be used within the U.S. Army Corps of Engineers to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA).� All information submitted by respondents that they consider confidential and not releasable to third parties outside of the U.S. Army Corps of Engineers and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.
