- Description
- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Concrete and Materials Branch (CMB) has a repetitive need for multiple concrete mixes and materials that are used in ongoing research projects led by the Concrete and Materials Branch (CMB). To support these needs, the Government intends to award on a Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to MMC Materials, Inc. (CAGE Code: 0PWG4), on a sole source basis. MMC Materials, Inc., is the sole vendor capable of providing the unique mixes and materials required for ongoing research activities. GSL researchers often employ large targets constructed using research grade high-performance, very-high performance and ultra-high performance concrete mixtures to develop an understanding of advanced threats. These efforts are often multi-year projects that require consist research grade, high quality concrete. The Concrete and Materials Branch has developed a number of different research grade concrete mixtures over the past decade that will meet the very strict performance criteria required for these types of projects. The pre-determined constituent materials exhibiting specific chemical and physical properties must be used to reproduce these research grade concrete mixtures. Conventional concrete does not adhere to the same level of scrutiny as these research grade concrete mixtures. The constituent materials required to produce these concrete mixtures are only available from MMC, including master builders� solutions admixtures, Portland-limestone cement, Class C fly ash, and Hammett Gravel Company concrete sand and pea gravel. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 327390 with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil.� The solicitation number shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00 p.m. CST on March 8, 2021.
