- Notice of Intent to Sole Source Page 2 of 2 The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Huntington VA Medical Center, Huntington, WV, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to DSS, Inc., 12575 US Highway One Suite 200, Juno Beach, Florida 33408. DSS, Inc. will furnish all necessary labor, equipment, tools, materials, parts, repair services, maintenance. The place of performance is Huntington VA Medical Center, 1540 Spring Valley Drive, Huntington, WV 25704. This action will result in a Firm-Fixed Price contract. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 05 March 2021 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24521Q0272 Notice of Intent to Sole Source. If after 05 March 2021, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with DSS, Inc. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contracting Officer, Anna Fitzgerald who can be reached at anna.fitzgerald@va.gov The Government anticipates the award of a firm-fixed- price contract, with a performance period of one year. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. REQUIRED SERVICES: Requirement Hershel Woody Williams VAMC) is requesting the procurement of a Class-III interface software license called RX-Framework. The interface is required for the installation of the Omnicell Yuyama Packager in Inpatient Pharmacy. Scope This project is to install the DSS Omnicell Inpatient Vista Interface Perpetual License to allow communication between Vista and Omnicell Yuyama Packager in the Inpatient Pharmacy. Specific Tasks This requirement is to install the DSS Vista integration software product called RX-Framework; DSS RX Omni-P (license) and DSS RX Omni-M (maintenance). This software will trigger and generate the appropriate messages according to Vista integration best practices and methodologies, OI&T Standards, and Industry Standards and Compliance guidelines. This software shall also allow the interface to make full use of the features and equipment functionality and will eliminate the need to create Vista cross-references and data hooks; configuration issues that resulted from updating Vista pharmacy patches in the past. The software shall provide maintenance and technical support for the Government s HL7 Interface and for the connectivity and information exchange between Omnicell Yuyama Packager and Vista.
