Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of a Lenel Redundant Access Server for the W.G. Hefner Salisbury VA Medical Center with Convergint Technologies in accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 13.106-1(b). This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 04 March 2021 to Convergint Technologies, 551-B Polk St., Pineville, NC 28134 DUNS: 02-964-0740. The Salisbury VA Medical Center, 1601 Brenner Ave., Salisbury, NC 28144, Police Services has a need for a Lenel Redundant Access Control Server to maintain security of High Secured areas to be used in conjunction with the current VA Police Access Control System. The Lenel Redundant Access Control Server will act as a back-up to the Lenel System that is already in place. The redundant server is necessary for providing around the clock security on all access-controlled areas. The installation of the new access control equipment will provide the level of redundancy and security coverage that is necessary to protect critical government resources. VA must keep the current access control equipment up to date and in compliance with Homeland Security Presidential Directive #12 (HSPD-12) to include the Federal Information Processing Standard Publication (FIPS 201). The main Lenel access control system is in Police Headquarters and is monitored and operated 24hrs a day by Police Dispatchers. Currently, there is a direct need for an Access Control Redundancy server due to the main server failing from an overload of use. Convergint maintains the Lenel Maintenance Agreement at the Salisbury VAMC. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis.
