Description
The United States Agency for International Development (USAID) intends to make a sole source award to Chemonics International for the purpose of assisting Peru�s Comisi�n Nacional para el Desarrollo y la Vida Sin Drogas (DEVIDA, in Spanish) to implement the Government of Peru�s (GOP) recently approved National Anti-Drug Policy. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. This authority may be used for �[A]wards for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays pursuant to� AIDAR 706.302-70(b)(5)."" Chemonics was awarded contract No. AID-72052719C00001 on October 29, 2018 and has provided highly specialized services� to DEVIDA under the existing contract, which is expected to end in 2023. The current Total Estimated Cost (TEC) of the contract is $21,714.007. USAID/Peru intends to increase the TEC by $4,850,000. The period of performance will remain unchanged.� The contractor has expended a significant amount of time and energy to build and strengthen vital relationships with key GOP stakeholders to achieve the objectives of this activity. As a result of the unexpected but welcomed approval of Per��s National AntiDrug Policy in December 2020, a crucial window of opportunity has opened for DEVIDA to successfully implement the new policy, expand interventions in new regional hubs and increase capacity as it continues its counter-narcotics efforts. Strengthening DEVIDA�s ability to implement this Policy is imperative to the success of the program objectives in the original award.� No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
