Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a Firm Fixed Priced (FFP) contract for DSTAR Hydrophone Modules on a sole source basis to SCRIPPS INSTITUTION OF OCEANOGRAPHY, 9500 GILMAN DRIVE, LA JOLLA, CA 92093-0210. This effort is for a non-commercial supply of DSTAR Hydrophone Modules. This procurement is for a non-commercial supply to design, fabricate, and manufacture Hydrophone Modules that use inductive modem technology and Distributed Simple Tomographic Acoustic Receiver (DSTAR) system. The Office of Naval Research (ONR) awarded grants N00014-07-l-0744 and N00014-08-l-0807 in order to develop the hydrophone technologies of IMM (inductive modem) and Distributed Simple Tomographic Acoustic Receiver System (DSTARs) that are necessary for NPSs Distributed Vertical Line Array (DVLA) underwater acoustic network. This action builds upon the prior grant contract awards and will expand NPS�s quantity of DSTAR hydrophone modules for NPS that will permit them to improve detection and localization of targets, conduct more complex research missions, perform multiple ongoing field experiments simultaneously, and the capability to reconfigure the deployment of the underwater network infrastructure to meet evolving mission needs. This action is being awarded on a sole source basis to SCRIPPS INSTITUTION OF OCEANOGRAPHY in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Note: The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
